Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in the Maui Research and Technology Park in Kihei, Maui, Hawaiʻi. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $9,000 - $12,500/Mon.

DUTIES: Under the general direction of the PDC Director of Information Technology, responsible for independently gathering and analyzing requirements, and leading or co-authoring design, development, testing, deployment, and maintenance of the PDC software solutions in support for the emergency management community. The software solutions may range from internet/intranet programming to the development of client/server applications, integration and deployment of applications, and interface designs using various technologies. Responsible for full software life-cycle development of the PDC solutions & products. Researches and assesses new software technologies. Works with the System Support group to install tools and configure (self) development workstation and related server(s).

PRIMARY QUALIFICATIONS:

EDUCATION Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Mathematics, or a related field.

EXPERIENCE Five to seven (5-7) years of experience in software engineering and applications development and integration.

KNOWLEDGE Good working knowledge of (and fluency in five (5) or more) RDBMS (PostgreSQL preferred), SQL, Java, JavaScript, Python, JSON including GeoJSON, XML, REST APIs, and testing frameworks (Junit preferred). Strong knowledge of Windows and Linux environment. Familiarity of software configuration management. Strong knowledge of cloud-based deployments and environments (AWS preferred).

ABILITIES & SKILLS Proficiency in object-oriented design & programming with demonstrated expertise in Java and related environments. Excellent written and verbal skills. Ability to work independently, collaboratively, and in lead capacity during all phases of software development cycle, as necessary. Excellent problem solving skills. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

SECONDARY QUALIFICATIONS:

Knowledge of Integrated Development Environment (IDEs), and GIS (open source tools and ESRI preferred).
