Job Description:Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.Job Summary: Under the general direction of the assistant environmental services manager, the deputy assistant environmental service manager, and the Authority’s director of environmental services (Environmental Services Branch). The permitting compliance manager oversees regulatory and permit compliance programs across a large infrastructure program is responsible for several key functions related to compliance.Job Responsibilities: The permitting compliance manager oversees environmental compliance in the Authority’s Program Central Valley Section providing environmental permitting, mitigation, and construction compliance support to Construction Packages 1, 2-3, and 4, and future segments of the statewide alignment. Provides program-level QA/QC and auditing of construction package deliverables, including CEQA/NEPA Re-examinations, amendments, plans, notifications, surveys, and reporting under the California Fish and Game Code (CFGC) Section 2081 Incidental Take Permits (ITP), CFGC Section 1600 Master Streambed Alteration Agreements (MSAA) including Sub notifications, Endangered Species Act Section 7 Biological Opinions (BO), Clean Water Act (CWA) Sections 401 Certifications and 404 permits. Preparation of multiple Program-level permit amendments. Typical responsibilities include:Directing, mentoring, and overseeing the performance of the environmental compliance team.Developing an environmental permitting compliance program for the Authority’s program.Managing agency relationships to facilitate amending permits and resolving compliance issues.Establishing a system for flow of information among the Authority Headquarters, project construction manager (PCM), and Authority regional environmental teams overseeing construction.Developing a program that provides for consistent project construction/delivery and demonstration of compliance across the Authority project sections, which also includes a compliance documentation program (e.g., Environmental Mitigation Management Assessment [EMMA] and Geographic Information System [GIS] support).Managing, mentoring, and overseeing the work of direct reports and deputies who will assist them with responsibilities.
