Organization:SDMC-Sutter Delta Medical CenterPosition Overview:Provides leadership and management support in planning, organizing, staffing and controlling the operational functions related to administrative nursing. Recommends changes in policy, programs and physical resources required to achieve the department's objectives. Ensures that the nursing and professional staff is competent and sufficient to provide direct and indirect patient care and clinical services to the patient population of these units. Oversees and is responsible to direct facility operations, and supervises personnel in all departments when leadership/management staff is not present in the facility. During that time, serves as administrative liaison to all hospital departments, agencies, and physicians and provides functional guidance to all units. The role is also a resource person for decision-making concerning patient care services, non-clinical services and ensures that hospital policies and procedures are properly interpreted and applied. This position is responsible for assisting nursing unit managers to provide educational and staff development activities to validate, develop and maintain bedside nursing staff skills and competencies. This includes responsibility for nursing orientation, nursing competency programs, other programs and in-services as needed to maintain or enhance staff competency. Is a resource for input into the development/revision of affiliate policies and procedures, and is responsible to maintain educational and competency records to meet Title 22 & the Joint Commission standards.Job Description :These Principal Accountabilities, Requirements and Qualifications are not exhaustive, but are merely the most descriptive of the current job. Oversees the activities of the health care team according to the Standards of Excellence. Effectively handles atypical situations such as patient/visitor/physician complaint and policy exception. Consults with Risk Management. Oversees patient care operations to ensure the consistent delivery of quality, evidence-based patient care services to all patient populations served. Adheres to state and federal regulations and facility/ TJC standards to achieve the best possible patient and family outcomes. Manages process (legal/ ethical/ physical) upon patient death: notification, pronouncing andrelease to proper authority. Serves as Employee Health in the areas of employee injuries and blood borne pathogen exposures in the absence of Employee Health staff. Serves as Hospital Safety Officer and oversees the Environment of Care. Reports EOC activities, opportunities, and needs to leadership. Serves as Nurse Educator, providing ongoing education and orientation to clinical staff. Assists department managers with educational needs for their units as needed. Consults with Infection Control. Consults with and advises security. Demonstrates an organizational perspective and concern for impact of decisions implemented on any shift. Documents shift events for administrative review. In the absence of individual managers, serves as functional authority for all departments, including Administration. Serves as Emergency Preparedness Coordinator and consults with Hospital Administration regarding atypical/emergency situations (i.e., initiation of disaster plan, redirection, high risk events, etc.). Represents Hospital Administration in media inquiries made during shifts and refers these calls to Marketing/Communications Relations as appropriate. Counsels personnel as necessary. Identifies areas of potential medical, legal risk. Functions as an effective financial steward in all actions/ decisions, including those related to patient or family/ employee/ physician satisfaction, staffing and utilization of equipment and supplies.SERVES AS CLINICAL AND OPERATIONAL RESOURCE TO THE NURSING STAFF AND ALL OTHER DEPARTMENTS: Demonstrates current knowledge of concepts and issues in nursing. Makes high level decisions concerning patient care, internal conflicts, and chain of command issues and properly documents risk management issues. Utilizes Chain of Command as required. Serves as a role model and patient advocate. Evaluates patient needs and unit resources in determining appropriate patient placement. Participates in providing direct patient care in emergent situations. Demonstrates effective assessment of staff skills, communicating concerns to appropriate manager. Serves as a staff resource in assessing patient/equipment issues. Obtains equipment/supplies needs for patient care from departments that are not operational or from outside resources. Responds to all emergency situations to serve as resource and/or to coordinate activities of personnel. Assists in prioritizing workflow and staffing assignments as needed. Confronts problem behavior or unsatisfactory performance promptly and fairly. Assures that recognition and rewards are linked to quality actions. Coordinates admissions, transfers and discharges and has accountability for patient bed placement.ALLOCATES NURSING STAFF ACCORDING TO PATIENT CLASSIFICATION, STAFFING METHODOLOGY, AND STAFFING PLAN: Assures allocation of nursing staff to approximate as closely as possible the appropriate skill mix, for each unit based on patient needs. Determines the need for agency personnel after exhausting all other staffing options. Consults with manager of individual units for problem-solving staffing dilemmas. Identifies when floating between units is necessary.FACILITATES COMMUNICATION AND INTERDEPARTMENTAL WORKING RELATIONSHIPS: Maintains open communication with all staff, managers, physicians, and leadership. Communicates with oncoming personnel regarding shift activities. Resolves conflict creatively and effectively. Remains accessible to all hospital personnel on appropriate shift to ensure communication. Determines when immediate communication with department managers/senior nursing management/hospital Administration is necessary. Ensures that critical information is communicated to appropriate managers regarding staff performance.MAINTAINS PROFESSIONAL GROWTH AND DEVELOPMENT: Maintains expertise and skills in assessing patient care management needs and equipment management. Remains current in nursing literature and clinical practice model as published. Seeks clinical management learning opportunities. Remains current on Department/Hospital/Organizational information.
