Job SummaryThe Director of Mental Health oversees the programs funded by the Department of Mental Health (DMH). These programs include Full-Service Partnership (FSP), Outpatient Care Services (OCS), Integrated Service Model (ISM/Animo), Preventative and Early Intervention (PEI) and Housing Supportive Services Program (HSSP). The Director of Mental Health works as a team leader for several social service and administrative personnel ensuring the delivery of quality care and establishing program policies and procedures in accordance to the rules and regulations established by the Los Angeles Department of Mental Health (DMH).Essential Duties & ResponsibilitiesProvides clinical oversight and administrative supervision to program managers weekly and staff as needed.Works closely with the AVP of Programs, the fiscal department and program staff to assure management and compliance of program contracts.Ensures that program annual budget goals are achieved and DMH billing is met or exceeded for the fiscal year.Assures the timely collection of client service data tied to contract billing, grant reporting and/or agency evaluation. As needed, reviews and implements modifications to data collection systems and design and implements new systems as required.Monitors monthly staff billing and prepares monthly billing reports for DMH and other funders.Oversees service delivery consulting regularly with the Quality Assurance Consultant regarding quality control issues to maintain the highest standard of mental health services and program compliance.Helps the Quality Assurance department in overseeing program activities and assures timely completion of progress notes, billing documentation and maintaining staff case records.Represents the program at local DMH and other funder meetings and builds working relationships with other service providers.Collects statistics and prepares reports for funders and internal agency use.Assists the AVP of Programs in creating program budgets and monitoring spend down.Partners with Outcomes Assistants to ensure that client outcomes are completed as requiredMonitors and measures client progress against treatment plans and stated goals as it applies to mental health documentationHelps monitor and track progress of teams meeting short and long term goals.Develops higher levels of expertise in staff members by encouraging further education, participation in seminars and providing learning opportunities within the program.Attends, participates, leads and/or facilitates routinely scheduled meetings as requested or required by the program, division, or agency.Assists staff in 5150 client holds.Other duties and responsibilities may be assigned. The duties and responsibilities listed are designed to provide typical examples of the work performed; not all duties and responsibilities assigned are included here, nor is it expected that all similar positions will be assigned every duty and responsibility.Documentation:Provides oversight to ensure that supervisee and staff services are documented according to DMH standards and all necessary paperwork is completed in a timely manner with the support from the Quality Assurance Department and training staff.Ensures all program data is accurate and entered into the appropriate program documentation system as contractually required. (i.e. HMIS, internal spreadsheets, CES, Exym, etc.).Generates client data for reporting.
