Property Management-Housing Specialist II

Arcata House Partnership (AHP) is a fast-growing non-profit organization in

Humboldt County that offers the full continuum of services in homeless services to

individuals and families who are experiencing housing and/or food insecurity. We

are a locally and federally funded agency that serves the homeless community with

compassion, dignity, and empowerment using a Housing First philosophy. The

Housing Program (Housing Specialist II) is responsible for day-to-day tenant

services and oversight of tenant services staff.

ESSENTIAL JOB FUNCTIONS:

 Becomes actively engaged in the neighborhood watch for each site in the

portfolio.

 Coordinates tenant engagement and community building events on site.

 Supports onsite staff in maintaining a positive and productive relationship

with tenants.

 Effectively communicates with client services staff in a manner consistent

with privacy policies.

 Maintain accurate tenant files;

 Submit on a timely basis rent rolls, delinquency reports, move-ins/move-

outs, etc. Ensure that all rents and late fees/check charges are collected,

posted, and forwarded to the finance department for deposit in a timely

manner;

 Generate necessary legal actions and documents; processed in accordance

with State, Federal, program and company guidelines;

 Develop and maintain a network of professional contacts in the property

management, real estate, and public housing industry;

 Primary contact with landlords and perspective landlords;

 Maintain an in-depth knowledge of AHPs voucher programs and AHPs

program rules and procedures; including Housing First, HUD, and ADA

compliance standards;

 Maintain knowledge of HUD and related programs throughout the State of

California and the County of Humboldt;

 Utilize knowledge of FMR (Fair Market Rent), Payment Standards, and Rent

Reasonableness to ensure units are eligible;

 Assist with conducting quick turnaround HQS inspections and rent reasonable

studies as needed to secure units;

 Ensure housing vouchers are utilized to fullest capacity;

 Prepare and/or implement procedures and systems within agency guidelines

to ensure orderly, efficient workflow;

 Income calculations: Income calculations performed annually, or upon tenant

income changes. Calculations must be along AHP guidelines and include a

letter to the tenant informing them of any rental amounts due, or of rental

amount changes;

 Rental Orientation: Orientation should be had with each newly housed, or

relocated, tenant before housing is provided. This includes the following

interactions:

 Verbal explanation of the tenant’s participation within their assigned housing

program;

 Signing of lease and/or sublease for tenant’s new housing;

 Verbal education and explanation of rules and expectations upon housing

placement. This includes both AHP program, and potential landlord’s, rules

and regulations;

 Explanation of their income calculation and rental payment, as well as their

delivery of rental notification letter;

 Review and educate tenants about the lead based paint pamphlet, and repair

request instructions; and educate tenants of their rights, the grievance

procedure, and any further information regarding their tenancy.

 Lease Documents: Leases and subleases must be acquired, and signed, for

all housed tenants. Each lease/sublease must be explained to the tenant,

then signed by AHP executive director;

 Inspections: Monthly AHP housing inspections must be done to assure that

use of space, cleanliness, safety, and comfort are all being held to standards.

Annual HQS inspections must be done to assure that all rentals are habitable

and safe environments for AHP tenants;

 Annual recertification must be done for each AHP tenant, and must be

compliant with Federal regulations;

 Answer questions and address repair situations when requests are made;

 Work closely with client services staff to assist tenants in obtaining and

maintaining housing;

 May be required to work alone and with tenants;

 Represent the company in a professional manner at all times; and

 Perform other related duties and tasks as assigned.

MINIMUM QUALIFICATIONS:

Two years’ experience as an on-site or property manager or related field

preferred;

Ability to remain calm under pressure;

Understand and maintain tenant confidentiality;

Valid CA driver’s license and acceptable driving record;

Desire to be part of a close working team with common goals and have a

positive attitude;

Ability to follow written and oral instructions in English;

Satisfactory criminal records check; and

Must be eligible to work in the United States and provide work authorization.

REQUIRED SKILLS:

Advanced computer and database skills;

Maintain accurate and systematic records;

Ability to prioritize and self-direct;

Ability to work calmly and patiently with people who have mental illness, as

well as physical

and/or learning disabilities;

Ability to adapt to new and challenging situations;

Current food handler certification completed at the time of hire if not before;

and

Maintain reliable and predicable attendance.

PREFERRED KNOWLEDGE AND ABILITIES:

Knowledge of HUD, State and Federal Housing Grants, Federal Housing

programs, ADA, and

Fair Housing Rules and Guidelines;

Working effectively with a diverse population of tenants in frequently

stressful situations;

Experience working with the homeless or low-income, at risk tenants; and

General knowledge of local service providers.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of

those an employee encounters while performing the essential functions of

this job.

The noise level is low to high and may have frequent interruptions;

There may be activity from other employees and tenants of a distracting

nature; and

Work may be performed in the field, in an outdoor environment, and in an

office with exposure to outdoor temperatures, dirt, or dust.

PHYSICAL REQUIREMENTS:

Able to hear alarms, sirens, and disturbances;

Able to work at a desk and computer;
