DescriptionJob DescriptionRegulatory Advisor - California Energy and DecarbonizationLocation: Los Angeles, CA (preferred) or Remote California (with travel to Los Angeles office)Ready to make a difference?As the Regulatory Manager you will be responsible for actively engaging in the California Public Utilities Commission’s (CPUC) regulation and legislation processes on behalf of ICFs clients that include investor owned and municipal utilities, Regional Energy Networks (RENs) and Community Choice Aggregators (CCAs). You will use your exceptional experience and skills in relationship building and advocacy as well as your great business judgment, and deep knowledge of the regulated utility industry (ideally with demand-side management and/or ongoing energy and delivery transformation experience in the California) to keep our clients informed and to advocate on their behalf.If you are passionate about energy, energy efficiency and climate change and are a successful relationship builder, policy advocate, and persuasive written and oral communicator with strong critical thinking skills and have worked in a similar role in the energy industry or another regulated industry you may be a great fit to join our team.Why you will love working here:

What you will be doing:

Analyze California energy regulatory information including filings, public utility commission orders, testimony, hearings on topics such as rate cases, DSM programs, tariffs to inform design of programs and pricing strategies.

Observe and document regulatory proceedings, participate in forums that inform utility planning and actions, and work closely to engage government officials, regulators, and stakeholders to remove obstacles and promote policies to advance our clients business.

Establish strong relationships with regulatory staff to influence regulation, legislation, portfolio design, program selection, budgets, and savings potential

Be a public spokesperson for ICF and our clients at industry associations, conferences, and other external meetings.

Work with industry and stakeholder partners to grow and/or defend the overall market for demand-side management, distributed energy resources, and electrification in California.

Support sales planning process by analyzing program budgets and cycles to inform strategic planning and resourcing.

Develop and maintain a regulatory calendar to inform sales and capture efforts.

What we need you to have (minimum qualifications):

BA/BS in government, policy, economics, business, environment/energy or related degree

5+ years of work experience in energy efficiency, utilities, or regulatory affairs (or relevant field)

What we would like you to have:

Advanced degree in related field

3+ years of direct experience in a similar role

Experience in the utility industry preferred

You are an exceptional written and oral communicator

You are detail-oriented, entrepreneurial, and have strong political instincts

You bring solutions to complex problems and can convince others to adopt your vision

You enjoy working outside of a defined swim lane and proactively dig into projects with focus

You have strong relationships with California utilities, regulatory bodies, and/or utility industry stakeholders
