Qualifications





  • Bachelor's degree in an IT-related or Engineering field from an accredited college or university (additional qualifying experience may be substituted for the required education on a year-for-year basis).

  • Five years of experience in ETL programming of Informatica PowerCenter 10.2, PowerExchange 10.2, or experience with the Informatica Data Quality (IDQ) tool.

  • Five years of experience working in SQL.

  • Five years of experience developing technical requirements.

  • Five years of experience building and executing test plans and scenarios for programmers.

  • Three years of experience in developing practices and procedures for data handling, cleansing, and standardization.

  • One year of experience working with Electronic Data Interchange (EDI) and HIPAA transactions and guidelines, or experience in mainframe/JCL, desired.

  • One year of experience in data management enterprise systems solutions, desired.

  • One year of experience conducting analysis or development of the Medicaid/Medi-Cal or Health Care systems, desired.

  • One year of experience with Business Process Improvement in a large organization, desired.

  • One year of experience with CMS Medicaid Information Technology Architecture (MITA) Framework, desired.

  • One year of experience in collaborating and communicating with cross-functional technical and non-technical teams, desired.

  • One year of experience using Amazon Web Services (AWS) Glue, desired.



Day-to-Day Tasks





  • Primary contact for all technical related discovery activities, including but not limited to, identification of technical requirements, data classification, and technical interfaces.

  • Create, review, and report on deliverables and other work products, including metrics-driven progress/status reports.

  • Perform Data Analysis and Technical Analysis and document how the system supports the current business and requirements.

  • Extract and document the Business Rules embedded in the programs, third party utilities, and other data manipulation products.

  • Create AS-IS technical documentation by reviewing current system data feeds, related data system logic, data flows, existing programs and ETL logic.

  • Development of documentation of practices and procedures for data handling/cleansing/standardization using the Informatica Data Quality (IDQ) package.

  • Create detailed technical documentation of system analysis that would become the basis for a TO-BE T-MSIS extract.

  • Gather and create requirements for program development for the TO-BE extract.

  • Develop ETL programs of Informatica PowerCenter 10.2, PowerExchange 10.2 and the IDQ tool.

  • Update the Source to Target Mapping Document.

  • Create a Parallel test plan and present to internal stakeholders and CMS and seek approval.

  • Validate project test data is available in MIS/DSS.

  • Extract data, program and build T-MSIS files, test, transmit the files to CMS, and review errors.

  • Review Dashboard/DQ reports posted by CMS.

  • Submit results to CMS and request Concurrence.

  • Ability to communicate accurately and provide useful status updates.

  • Review results with the project team and compile responses.

  • Ability to work with multiple teams, capture the requirements and produce the needed Business and Technical documentation.

  • Collaborate and participate in State meetings and working sessions.

  • Conduct interviews with DHCS key staff business and technical areas.

  • Participate in deliverable creation, deliverable review, and presentations, as needed.

  • Provide drafts of all work products upon request.

  • Provide ongoing knowledge transfer to state staff, both verbally and in writing.
