Outstanding manufacturing company seeks candidate to be responsible for the material planning functions within the supply chain organization and the management of purchasing. The Planner/Purchasing Manager has overall responsibility for managing the planning/purchasing functions in a manner consistent with lean manufacturing and outstanding customer service concepts. This position must also manage from a cash flow perspective as opposed to simply minimizing cost through large buys.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties and responsibilities may be assigned.

Procurement :

-Directs a staff of 2 buyers. Manages purchasing commitments in excess of $10M per year.

-Oversees the daily activity of all procurement functions. Reviews purchasing decisions, purchase orders, MRP exception messages and the negotiations of supplier agreements.

-Place purchase orders, construct and manage LTAs, confirm/update open order reports, process new suppliers and credit applications, and reconcile accounting discrepancies. Maintain all purchasing files and purchasing related databases.

-Directs efforts to minimize the raw material and finished goods inventories.

-Manages the documentation of the company purchasing system, assuring compliance with government and customer purchasing regulations and requirements.

-Work with the Quality Assurance department to develop and continually improve a base of suppliers who will consistently deliver quality parts, on time, at a reasonable cost. Develops additional sources of supply and technologies as required.

-Negotiates the lowest possible cost for the commodity balanced against the optimum quality and schedule needs. Able to determine make/buy cost effectiveness.

-Develops and proposes purchasing procedures and policies.

-Recommends and implements programs for promoting greater productivity and efficiency within the organization. Evaluates and makes recommendations regarding organization effectiveness.

-Assist operations, finance and other departments with analysis as required.

-Keeps current with economic, industrial and other trends that affect markets and prices. Familiar with a variety of aerospace and/or government concepts, practices and procedures.

-Other duties as assigned by management.

Planning

-Generate, plan, schedule and coordinate schedule of material through the production cycle according to due dates to meet customer service and inventory goals and objectives. Arranges transfer of materials to meet schedules and demand.

-Review schedules and related information and confers with cross-functional groups to determine requirements to identify overdue materials, track and expedite material.

-Develop, maintain and communicate regular program status reports for internal and external customers to monitor and report progress to production schedule.

-Provide production requirements to manufacturing to help determine short and long-term capacity planning.

-Coordinate with appropriate departments to ensure material requirements are identified, on-hand or ordered as needed.

-Develop, update and maintain data for Material Resource Planning (MRP) system.

-Identify, communicate and coordinate schedule changes due to material or inventory challenges. Recommend plans for alternative production schedules to include identifying constraints, alternative solutions and recovery plans.

-Initiate the creation of raw material requisitions and appropriate schedules to support customer needs and inventory goals along with follow up and management of raw material purchase orders. May compute amount of material required to complete jobs.

-Compiles and maintains manual or computerized records, such as material inventory, in-process reports and status location of materials. May move or transport material.

-Releases work orders to stockroom for material kit pulls. Statuses material shortages with procurement.

-Other responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES:

-Assists direct reports in developing and reporting company goals and personal objectives through completion.

-Train staff, evaluate employee performance, recommend or initiate promotions and disciplinary action in accordance with company policy and procedures.

-Provide leadership and guidance to others as appropriate.

EDUCATION and/or EXPERIENCE:

-Bachelor's degree (B. A.) from four-year college or university; and five plus years related experience, or equivalent combination of education and experience.

-Experience in the purchase of machined parts, casting, forgings, sheet metal, stainless steel and aluminum, cable harnesses, electronic components, and printed circuit boards and assemblies (PCBAs).

-Absolute knowledge of manufacturing practices and processes.

-5-10 years of experience in a purchasing/materials management capacity with demonstrated responsibility in purchasing and materials/inventory control in a lean manufacturing environment.

-CPSM (Certified Professional in Supply Management through the Institute for Supply Management (ISM) and/or CPIM (certified in Production and Inventory Management by APICS).

REQUIREMENTS / SKILLS:

-Must be able to resolve challenges involving several concrete variables in standardized situations

-Must be able to carry out instructions furnished in written, verbal, or diagram form

-Must possess strong organizational skills

-Must be able to communicate effectively with team members at all levels within the Company

-Must be well versed in Microsoft Office Suite (Excel, Word, and PowerPoint)

-Must be well versed with hands-on experience planning and generating MRP / MRPII

-Must be well versed with hands-on experience using an integrated ERP software system, preferably QAD
