This Construction Project Manager will also be responsible for managing space inventory and coordinating space planning and allocation. Additionally, the incumbent will manage potential new needed spaces for HSA employees, overseeing tenant improvements in these spaces and relocating employees.ESSENTIAL DUTIES AND FUNCTIONSAccording to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list; This position may include additional duties as assigned.

Manage tenant improvement projects from planning, execution, and completion.

Meets with clients/stakeholders to evaluate the program and building needs.

Survey building sites for existing condition and potential renovation/improvements by conducting site visits and walk-throughs.

Develop criteria for projects. Planning and defining scope of work. Preparing specifications for materials and construction.

Produce design concepts and schemes with vendors and contractors including architects and designers.

Collaborate with architects, engineers, construction managers, and building owners/landlords in developing space plans and construction documents.

Prepare cost estimates to develop budgets.

Perform analysis for development of contract specifications, request for proposals, and bid solicitations. Manage contracts with contractors and vendors.

Oversee and supervise the work of contractors to ensure that projects are completed in a timely manner, budgets are met, and the scope is fully executed.

Manage project resources by researching, selecting, and procuring materials, furniture, and equipment.

Coordinate project work orders with the Project Team (Facilities Management, Materials Management, & Information Technology).

Leads and coordinates Project Meetings and Site Assessments.

Conduct research and analysis on various solutions and services relating to facilities and program operations.

Education: Possession of a baccalaureate degree from an accredited college or university;

AND

Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.Applicants must meet the Minimum Qualification requirement by the final filing date unless otherwise noted.DESIRABLE QUALIFICATIONS:

Three years of project management experience.

Real estate and facilities management experience.

Construction management knowledge and skills.

Knowledge of building codes and ability to read construction plans.

Degree or certificate from an engineering or architecture program.

In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.Candidates who meet the minimum qualifications will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include, but not be limited to:

Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis;

Ability to communicate written information (includes ability to proo);

Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas);

Ability to comprehend and understand written information;

Ability to use various computer software programs;

Ability to conduct research;

Ability to establish and maintain cooperative and effective working relationships;

Knowledge of and the ability to apply, principles, practices and procedures involving office operations.

A passing score must be achieved on the Written Core Examination in order to move forward in the hiring process.This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.You will receive one or more scores with respect to the multiple-choice exam component. One will correspond to the core test component and, should any specialty subtests be added to that component, you may receive one or more additional "specialty" scores. Any scores attained on these components will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. This core test is also used for 1820 Junior Administrative Analyst and 1822 Administrative Analyst. Therefore your test scores may be applied to one or more of these classes if you choose to apply to future recruitments. This is not the same exam that is used for 1824 Principal Administrative Analyst, as such your scores on this exam are not applied to any 1824 recruitments, and your scores from the 1824 exam cannot be applied to this recruitment.
