The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.The 1053 Senior IS Business Analyst will work on streamlining the department’s manual processes through automation. As HSH continues to have manual and labor-intensive processes, you will be leveraging technological innovation to streamline these processes. You will utilize Microsoft List, Power Automate, PowerApp, SharePoint, Asana, Box, and any other tools available at our disposal to complete the assigned process improvement projects. Staying up to date with the latest industry standards, engineering best practices, and technological advancements related to application development and sharing this knowledge with teammates to enhance project outcomes will be an important responsibility. You will act as the central point of contact of other team members working on various process improvement projects. You will also assist the IT team in identifying and resolving technical challenges or roadblocks that may arise during the projects, and utilize problem-solving skills and experience to find innovative solutions. You will provide backup support to the IT Help Desk on an as-needed basis, act as the main support personnel for System Center Configuration Manager (SCCM), and provide support to HSH Internet portal to ensure the Internal portal has the latest security updates and to support any internal and external websites as needed.Essential Duties and Responsibilities:

Identify opportunities for improving business processes through automation; assist in the preparation of proposals to develop new systems.

Analyze data processing needs; research and evaluate software on multiple platforms to assist users to meet their departmental goals; assist in developing the evaluation criteria for software.

Determine operating characteristics and requirements; develop or modify and document general system design; write detailed design specifications; conduct "walkthroughs" for proposed solutions to system problems.

Analyze the feasibility of and develop requirements for new systems and enhancements to existing systems; ensure the system design fits the needs of the users.

May install and enhance software; program, test, debug and install new/modified programs.

Provide technical support for computer and telecommunications systems; consult on the

analysis of an application; troubleshoot system problems; implement solutions.

Conduct system analysis and may conduct programming activities for complex systems; document new and modified systems and programs; coordinate user training in new capabilities; may convert new programming from test to production.

Interface with users to determine system needs and requirements; instruct users on newly implemented systems; define system requirements; may design and code programs; review impact of system modifications on existing systems.

Prepare, or assist client in preparing, service requests to implement system changes; determine level of effort required and the cost of implementing service requests; prioritize requests.

May provide technical production support for on-line and batch systems; assist with set processing schedule; update and produce reports.

Coordinate with outside vendors and contractors to complete projects and service requests; define, assign and evaluate their work.

May determine structure of databases; normalize data; perform conversion of data between platforms; design, develop and generate routine and ad hoc reports in response to user needs.

Determine security levels for systems to ensure data integrity; test database applications to assure functionality and effectiveness in performing to desired specifications.

Support HSH public internet portal, a WordPress site, to ensure the website has the latest security updates; support major modification of the website

Support IT operations and perform server related tasks such as SCCM

Analyze data processing needs; research and evaluate software on multiple platforms to assist users to meet their departmental goals; assist in developing the evaluation criteria for software, including but not limited to Microsoft Forms, PowerApps, Power Automate, SharePoint, SharePoint List and Dataverse to develop business applications

Use relational database and database design as part of the application development team; determine structure of databases; assist Database Administrators to transform and load data into data warehouse.

Build and configure PowerApps applications with Application Programming Interfaces (APIs), JavaScript, HTML, and CSS

Build business processes and custom connectors with software such as Microsoft Power Automate

Education:An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].Experience:Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.Substitution:Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.Special Condition:Two (2) years of professional experience developing business system applications.Verification:Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process. Minimum Qualification Supplemental Questionnaire (MQSQ) (no weight):Candidates will be required to complete a MQSQ as part of the employment application. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation(Weight: 100%):Candidateswill be sent a Supplemental Questionnaire that must be completed by the set date. Candidates will be evaluated on their relevant knowledge, skill and ability levels in job-related areas which may include but not be limited to: knowledge of requirements of installation procedures, hardware, software and maintenance of systems, system analysis and design,coding, testing and implementing complex programs, script/procedure language, common operating systems software and relational database systems and network environments.A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List.

Tuberculosis Screening:Prior to appointment, applicants may be required to take a tuberculosis (TB) screening test.Eligible List/Score Report:A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates.
