Job Title: District Financial Consultant

Reports to: Board of Directors

Type: Part-time – Hourly – or Independent Contractor

Position Summary:

The District Financial Consultant (Consultant) is a part-time position or independent contractor/consultant reporting to the District Manager (Manager) of the Russian River Recreation and Park District (District). The Consultant is responsible for the District’s financial reporting and planning, audit, payroll, bookkeeping, and annual budget. This position requires attendance and presentations at District Board Meetings at 6 pm on the 3rd Wednesday of each month or special meetings when scheduled.

Position Structure:

- The District Financial Consultant reports to the District Manager.

- The District Manager reports to the Board of Directors.

- Directors may request additional information, reports, or clarifications from the Financial Consultant by way of the District Manager.

- The District Financial Consultant is expected to attend monthly Board Meetings and present financial and payroll reports.

Essential Functions:

1. Receives and responds to financial correspondence, telephone calls, billings, payroll time sheets, and requests for information reporting and payments of fees and miscellaneous funds. Receives accounts payable checks to disperse. Receives and responds to County Auditor and State Controller instructions and requests.

2. Prepares monthly warrants list and orders checks for accounts payable. Maintains vendor number records.

3. Prepares deposits to the County Treasurer as funds are received per Auditor procedures.

4. Prepares and presents monthly financial statements, statements of income and expenses, and fund balances for the Board of Directors.

5. Maintains general ledger of income and expense and maintains asset ledger, making annual adjustments.

6. Reconciles monthly County Auditor EFS reports to District records. Prepares adjustments and corrections to monthly reports as needed.

7. Prepares payroll, prepares all payroll reports, and pays all taxes due per State and Federal procedures and requirements.

8. Prepares annual year-end reports to the Auditor.

9. Prepares annual State Controller’s report for Special Districts.

10. Assists the Auditor in making available all records required at the time of the annual audit.

11. Prepares projections for special projects as Manager/Board requests.

12. Prepares annual expense reports on special projects or programs as the Manager/Board requests.

13. Prepares annual year-end estimates of expenses and income and estimated year-end fund balance to carry forward to the next fiscal year.

14. Prepares fund transfer resolutions as needed to maintain budget for Board approval.

15. Prepares annual preliminary budget and final budget per Auditor’s guidelines and procedures. Submits budget to Manager and Board for adjustments, action, and approval. Include projections based on the activity of prior years.

16. Prepares annual budget legal notice to be published per State guidelines.

17. Forward the County Treasurer's Quarterly Investment Report and investment policy to the Board.

18. Maintain all files related to the above duties.

19. Facilitates budget control by reviewing and initialing all expenditures, the Consultant investigates any unusual expenditures and reports expenditures to the Manager if necessary.

Preferred Qualifications:

While preferred, these qualifications are not required if sufficient experience is demonstrated.

- College degree with a major in business or finance.

- Prior experience with general finance: financial management, accounting, payroll, audits, and budgets.

- Proficient with standard software including Microsoft Office and Google Suite. Familiarity with or ability to learn Paychex software for payroll.

- Prior experience with city or county government, special districts, or similar organizations.

Physical Requirements:

- Capable of working in an office environment, using office equipment, and attending and presenting at District meetings.

- Ability to communicate in person, telephone, email, and other software as needed.

Employment Information:

This position has the option of part-time, hourly, employment or independent contractor status.

Hours: Varies, 4 to 8 hrs. per most weeks, to up to 20 hrs. per week during an audit.

Days: Flexible but must be available to present financials in person at District Board Meetings at 6 pm on the 3rd Wednesday of each month or special meetings when scheduled.

Work Location: The district office is generally at the Russian River Senior Center located at 15010 Armstrong Woods Rd. Guerneville CA, 95446. Remote work may be discussed for a portion of hours. Travel to County Offices in Santa Rosa is expected at least monthly but may be more frequent.

Part-time, hourly, employment:

Pay: $30-$35 DOE

Mileage Reimbursement: At IRS standard, for travel for the District. Commute miles are not included.

Sick Days: 24 hours a year with no rollover.

Vacation Days: None.

Paid Holidays: Regular part-time or non-exempt employees will be paid for holidays based on their regularly scheduled hours for the day at their straight-time hourly rate. The district, at its discretion, may offer holiday pay on another day if the employee works on the set holiday. Paid holidays do not count toward overtime calculations.

Cell Phone Stipend: $60 a month. ($30 a pay period)

Independent Contractor:

Pay: Negotiable, DOE
