Job Title: District Manager

Reports to: Board of Directors

Type: Full-time - Hourly

Position Summary:

The District Manager (Manager) is a regular full-time position reporting directly to the Russian River Recreation and Park District (District) Board of Directors (Board). The Manager is responsible for the operations and affairs of the District, advising and making recommendations to the Board for District matters. The Manager directs District operations, controls, expenditures, and oversees all facilities, assets, programs, services, and activities. This position's work schedule sometimes falls outside the normal work schedule, including early mornings, evenings, and rarely weekends.

Position Structure:

The District Manager reports directly to the Board of Directors.

The District Manager oversees all other District personnel including Maintenance Supervisor, Maintenance staff, Financial Consultant, independent contractors, and outside vendors.

Essential Functions:

1. Organizes, manages, and oversees efficient administration of the district.

2. Develops policies for board consideration and approval regarding District services, operations, and facilities. Provides procedures, rules, regulations, and practices for the implementation of Board approved policies.

3. Makes oral and written presentations to the Board.

4. Oversees provision of proper liability coverage for programs, facilities, and operations.

5. Evaluates present and future needs for facilities, services, and amenities.

6. Oversees development, implementation, and evaluation of programs.

7. Performs or oversees consultant services for grant writing, park development, recreation services, and other specialized services.

8. Represents the District on matters before public officials, media organizations, community groups, and private citizens.

9. Serves as liaison to other government agencies.

10. Establishes and maintains cooperative planning and working relationships with other local agencies and organizations as well as regional, state, and national agencies related to parks and recreation.

11. Grant administration, compliance, and application.

12. Responds to complaints and inquiries regarding District programs, facilities, services, operations, and policies.

13. Oversees Maintenance Supervisor, project planners, contractors, and district employees to complete projects.

14. Prepares contracts and keeps insurance requirements current for independent contractors and outside vendors.

15. Prepares agenda for Board meetings. These include monthly regular meetings, held on the third Wednesday of each month; quarterly safety meetings held after regular meetings in January, April, July, and October, as well as occasional special meetings. Regular meeting agendas must be posted 72 hours prior to meeting and special meeting agendas posted at least 24 hours prior to said meetings.

16. Attend, facilitate, and take minutes (if needed) for all meetings. Furnish copies to directors.

17. Pick up District mail at the post office and distribute as needed.

18. Complete Fish and Game permit application for installing summer dams. This, when authorized by Fish and Game, becomes a part of a package that is submitted to Permit Sonoma for submission to the Board of Supervisors for their resolution. This process starts in January each year.

19. Assist in the coordination and advertisement of programs the Board sponsors.

20. Regularly check telephone messages and forward them to the appropriate party. Respond when necessary.

21. Assist Board, Ad Hoc committees, and individual directors as needed.

22. Attend CAPRI and PARDEC seminars in person and online to remain current on changes in legislation, and other matters pertaining to special district governance.

23. Prepare annual Prop. 4 Limit Resolution for Board action per State and County guidelines.

24. Set up and maintain files for correspondence, insurance, and all other District business, programs, and properties.

25. Maintain all files and forms related to the above duties. Stock supplies and maintain/update office equipment to carry out the above duties.

26. Gain Board approval on all actions as required.

Personnel Essential Functions:

Oversees and manages all district employees.

Works closely with Financial Consultant to ensure smooth operation of district activity and purchasing.

Oversees and manages the annual employee review process.

Directs hiring processes:

- Works with the Maintenance Supervisor to hire seasonal, temporary, staff while adhering to the District’s hiring guidelines.

- Reviews Department of Justice records for new and current employees - reporting findings to the Board if necessary.

Preferred Qualifications:

While preferred, these qualifications are not required if sufficient experience is demonstrated.

College degree with a major in business or public administration.

Prior experience with general management: hiring and supervision of personnel, project management, operation management, and construction.

Proficient with standard software including Microsoft Office and Google Suite.

Prior experience with city or county government, special districts, or similar organizations.

Employment Information:

- This position is full-time, at-will standard employment.

- Hours: Generally, up to 40 hrs/week, but overtime may be approved with prior consideration or for emergencies. Must be available for District Board Meetings at 6 pm on the 3rd Wednesday of each month or special meetings when scheduled.

- Days: Generally, Monday to Friday, but weekend hours may be necessary for events or emergencies.

- Work Location: The district office is generally at the Russian River Senior Center located at 15010 Armstrong Woods Rd. Guerneville CA, 95446. Remote work may be discussed for a portion of hours. Travel to County Offices in Santa Rosa is expected at least monthly but may be more frequent.

- Pay: $30-35 depending on level of experience and qualifications.

- Overtime Expectations: Expected to work overtime on meeting days, emergencies, and weekends if needed.

- Mileage Reimbursement: At IRS standard, for travel for the District. Commute miles are not included.

- Sick Days: 48 Hours annually with no rollover.

- Vacation Days: 10 Vacation days accrued annually (3.33 hours a pay period).

- Paid Holidays: New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas Day, and a Floating Holiday.

- Cell Phone Stipend: $60 a month. ($30 a pay period)

- Healthcare Stipend: $300 a month. ($150 a pay period)

- Retirement Plan: 3% Simple IR Match

- Other Compensation: Possible bonus based on job performance and securing grants.
