This recruitment is currently being conducted to fill two Human Services Section Manager positions in the Human Services Department, one in the Economic Assistance (EA) division and one in the Long-Term Services and Support (LTSS) program of the Adult and Aging (A&A) division. About the Economic Assistance Section Manager:

The Economic Assistance Section Manager will be responsible for overseeing the daily operations of the Intake Section and/or the Service Center of the Economic Assistance division, including managing 60 to 100 full time employees. They will provide oversight and direction to a team of Eligibility Specialist Supervisors and Program Planning and Evaluation Analysts, who are responsible for providing policy analysis and guidance on Medi-Cal or CalFresh programs administered by the division. The EA Section Manager will also work with the Economic Assistance management team on policy analysis and implementation planning that balances federal and state regulations with high quality client services and staff capacity. Additional responsibilities include:

Working with supervisors to implement new business process updates and changes, and coordinating staff workloads

Overseeing daily personnel matters including hiring, firing, performance management, and discipline

Reviewing statewide regulations and implementing changes in coordination with division staff

Coordinating service provision and managing staff stationed at regional offices

Making program decisions around complex client situations based on existing policies and procedures

Serving on high level committees or workgroups and providing guidance and decision-making on high level items that impact Economic Assistance staff or client services

Maintaining relationships with community partners including the Department of Health Services, community-based organizations, individual providers, and schools

Implementing business processes and quality improvement initiatives, and drafting new policies and procedures

About the Long-Term Services and Support (LTSS) Section Manager:

The Long-Term Services and Support Section Manager will be responsible for overseeing two case management programs within the Adult and Aging division, In-Home Support Services (IHSS) Non-Public Authority and IHSS Quality Assurance (QA), including managing approximately 70 staff members. They will directly supervise the Multi-Purpose Senior Services Program (MSSP) supervisor, the Home and Community Based Alternative (HCBA) Waiver supervisor, a Program Development Manager, and a Program Planning and Evaluation Analyst. The LTSS Section Manager will also be responsible for all case management program updates and changes within the IHSS programs. Additional responsibilities include:

Attending community, regional, and statewide meetings representing Sonoma County MSSP and HCBA programs

Overseeing and implementing integration of IHSS and MSSP/HCBA programs to best serve dually enrolled clients by increasing efficiencies and collaboration across programs

Collaborating with a team of managers to provide strategic ideas and support for overall operations

Creating and submitting Board items for department changes

Fostering collaboration and integration between the MSSP/HCBA programs and the larger IHSS program

Working with Program Development Managers and department supervisors to implement strategic changes

Managing external communications and outreach with community partners
