Overview:

The Judicial Council of California is accepting applications for the position of Supervising Analyst for the Center for Families, Children & the Courts (CFCC), Language Access Services (LAS) program team. The LAS team supports the Strategic Plan for Language Access in the California Courts, which is a landmark effort by the judicial branch to improve access to justice for California’s estimated 6.4 million limited English proficient (LEP) residents and potential court users.

The Supervising Analyst is responsible for the day-to-day supervision of the Court Interpreters Program (CIP) unit. CIP strives to ensure access to the courts for LEP persons or those who are deaf or hard-of-hearing by developing programs and practices that enhance the quality of interpretation and increase the availability of qualified interpreters in the courts. The incumbent oversees 5 staff who perform complex, specialized and sensitive bodies of work, including support of the Court Interpreters Advisory Panel; court interpreter candidate development (including recruitment and outreach); court interpreter test administration for spoken languages and test development; policy development and recruitment for American Sign Language (ASL) interpreters; court interpreter education; complaints regarding court interpreters; assistance with cross-assignment of court employee interpreters (from one court to another); and enforcement of certified and registered court interpreter annual compliance activities.

The incumbent interfaces with court leadership and staff, advisory bodies, multiple offices within the Judicial Council, the National Center for State Courts, individual court interpreters, and numerous other entities. The incumbent must possess excellent project management and verbal and written communication skills. The incumbent must exercise independent judgment under the general direction of the Principal Manager.

The salary range for this classification is $8,264 - $12,394 per month. The hiring salary will be at or around the start of the range depending on experience.

The successful candidate will be expected to work in the San Francisco office; hybrid work options for employees who live in areas surrounding this location may be considered. In San Francisco, the office is only a 7-minute walk from the Civic Center BART station in downtown San Francisco. In Sacramento, the office is located minutes from downtown, just north of Discovery Park.

Responsibilities:

Leadership and Personnel Management of the Court Interpreters Program (CIP) unit.

Support the Court Interpreters Advisory Panel (CIAP).

Facilitate the oversight of interpreter candidate test administration processes and practices.

Oversee candidate development (recruitment and outreach) activities.

Oversee annual compliance activities including annual fees and continuing education; interpreter education programs; cross-assignments; and processing of complaints.

Financial management of Court Interpreters Program Unit budgets: Execute sound fiscal management practices that result in responsible stewardship of government funds.

Provide support to the Language Access Services Program as needed.

Other Duties and Responsibilities:

Attend trainings for professional development.

Attend CFCC management team meetings, all-staff meetings, and other meetings as required.

Minimum Qualifications:

Education and Experience:

Bachelor’s degree, and five (5) years of analytical or managerial experience in program analysis, implementation, research and/or evaluation, which includes one (1) year of supervisory experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.

OR

One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst or three (3) years as an exempt-level Analyst in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
