WHO WE ARE
The Marin Housing Authority, located in central Marin County within 30 minutes of San Francisco, is a public corporation established in 1942. Our purpose is to assist low- and moderate-income residents of Marin County to secure and maintain quality affordable housing. We are a small, dynamic agency, well respected in our field. We serve over 12,000 people through a wide range of programs and services including information and referral, rental assistance payments, public housing for families, seniors and disabled, supportive housing services for special needs populations, and financial and technical assistance for moderate-income first-time homebuyers and low-income homeowners. We have 56 employees. Marin Housing’s Board of Commissioners consists of five elected members of the County Board of Supervisors and two appointed resident commissioners. Funding sources include federal, state and philanthropic grants, as well as loans.

THE POSITION
Marin Housing Authority seeks an experienced, highly self-directed individual with excellent verbal and written skills to oversee renovation, acquisition, development, and construction management activities. The Director is responsible for planning and development, as well as day-to-day management.
Key responsibilities:
Under administrative direction, develops, manages and evaluates housing development, rehabilitation and acquisition programs that provide affordable housing for low-income residents in Marin County. Oversees and manages renovation, development, acquisition, construction management, real estate transactions and specific programs such as public housing ‘Capital Fund’, and similar public-funded programs. Represents the organization with a variety of public, regulatory, non-profit, business and community groups; provides professional assistance to agency management staff in areas of real estate, project management, program management, and performs related work as assigned. Develops short- and long-range plans to improve the physical condition of Housing Authority properties. The Director of HDCV provides facilities management of Marin Housing-owned properties.
Typical duties of the position include, but are not limited to:
1. Manage and oversee the renovations, development and capital improvement of low-income housing projects in a manner that reflects a balance of cost, design standards, and long-term ownership by MHA.
2. Provide a leadership role within the agency by participating in policy development, defining improvements, identifying opportunities, and supporting staff.
3. Investigate and manage a variety of governmental, non-profit and private funding programs related to the rehabilitation, development, and acquisition of housing.
4. Act as the agency's liaison with architects, engineers, contractors, lending agents, development partners, property owners and others regarding program or project requirements.
5. Administer the HUD ‘Capital Fund’ program including long-term planning, execution of projects, budget tracking and required reporting.
6. Act as a resource to MHA to plan, advise, solve problems, and manage capital improvement projects and programs.
7. Negotiate and administer effective
` contracts.
8. Develop and utilize various regulatory
financing and housing resources for the
provision of affordable housing.
THE QUALIFICATIONS: THE IDEAL CANDIDATE
The Director of Housing Development and Community Revitalization should possess a combination of experience and education equivalent to a 4-year degree in architecture, planning, construction management, urban planning, or engineering, and at least eight to ten years of administrative or management experience in the planning, development, construction, acquisition, rehabilitation, and/or management of a variety of housing development projects and/or programs. Possession of an advanced degree such as registered architect, licensed general contractor or licensed real estate professional is desired.

COMPENSATION / BENEFITS
Annual salary range is $99,336.33- $133,120.19. Our current comprehensive benefits package includes a generous monthly allowance for medical; dental, vision and life insurance monthly premiums fully covered by the authority; CalPERS retirement 2% @ 62; a 457 deferred compensation plan; 12 paid sick days per year; 10 days paid annual leave per year for the first two years, and will progressively increase as years of service increase (up to 30 days per year); 2 paid floating holiday days; 40 hours of paid management leave; and 13 paid holidays. Other benefits include: FSA accounts, 457(b) plan, tuition reimbursement policy. Finally, the Housing Authority has 9/80 schedule available to employees, which, upon supervisor approval, allows eligible employees to have every other Friday off.
