DescriptionWhat We Offer The County of Ventura offers an attractive compensation and benefits package that includes:

Educational Incentive for completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a Master's degree.

Annual Leave Redemption: up to 100 hours (of total 208 hours of Annual Leave accrued) per year.

The PositionUnder general direction, provides labor relations support and acts as Agency liaison in the areas of discipline and grievances; conducting investigations; review and interpretation of collective bargaining agreements; and other work as required in the County Executive Office, Human Resources Division, dedicated to the Health Care Agency (HCA).The Ideal Candidate Will be an experienced labor relations professional who is self-motivated with an aptitude for independent judgment, and a critical thinker with proven ability to take charge of multiple projects at the same time and see them through to completion. Experience performing generalist and/or specialist analytical labor relations work in a unionized environment is highly desired. Performing such duties in a Healthcare and/or civil service environment is desired. In addition, the ideal candidate for this position will enjoy working in a very fast-paced, dynamic environment, have the proven ability to collaborate with various groups.DEPARTMENT/AGENCY: County Executive Office - Human Resources – Health Care UnitPAYROLL TITLE: Personnel Analyst II/IIIAPPROXIMATE SALARY: Personnel Analyst II: $2,751.68 - $3,852.73 biweeklyPersonnel Analyst III: $3,405.72 - $4,768.48 biweeklyPersonnel Analyst II/III are a Management classification and is not eligible for overtime compensation. Incumbents in Personnel Analyst II classification are eligible for benefits at the MB4 level and the in the Personnel Analyst III classification are eligible for benefits at the MB3 level.The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent and Extra Help vacancies for this position only. Analyzes, interprets, and enforces Personnel Rules and Regulations, collective bargaining agreements, and County policies related to terms and conditions of employment;

Conducts investigations of alleged misconduct, unfair labor practices, poor performance, unfair labor practices, and allegations of illegal discrimination;

Acts as Labor Relations liaison for agency and union representatives during disciplinary processes;

Advises and assists with disciplinary letters and actions;

Consults with and provides advice, support and training for department managers/supervisors on labor relations matters such as performance management discipline, investigations, and contract grievances; may consult with private agencies, municipalities, state and federal agencies; and

Perform other duties as required.

Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.Education/Experience:Considerable experience in labor relations working for a large public or private employer which has led to the acquisition of the required knowledge, skills, and abilities.The required knowledge, skills and abilities can be obtained by progressively responsible experience as a specialist providing highly specialized personnel (labor relations) services.DESIRED: Experience working in a public sector civil service environment with multiple unions.NECESSARY SPECIAL REQUIREMENTS:

Considerable experience performing labor relations responsibilities at a professional level including conducting investigations and handling appeals procedures related to discipline and contractual rights

Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire

Demonstrated ability to maintain and develop the confidence and cooperation of managers, employees, employee representatives, and the public resulting in effective relationships

This position requires occasional travel to various work sites throughout Ventura County. Therefore, incumbent must possess at the time of appointment, and maintain thereafter, a valid California driver license.

Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.

Knowledge, Skills, and AbilitiesThorough knowledge of:

Analytical and investigative research techniques, methods, laws, and regulations related to discipline and alleged discrimination;

Principles and practices of unionized labor relations, wage and salary administrations, performance management, discipline, employee relations, and related laws/rulings;

Labor relations in a civil service, public sector, healthcare work environment and related rulings/laws, such as Weingarten, Lubey, Lybarger/Spielbauer, Skelly, MMBA, etc.;

Demonstrated ability to:

Maintain and develop the confidence and cooperation of County managers, employees, employee representatives and the public resulting in effective relationships;

Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups;

Communicate effective orally and in writing.

Skill in:

Researching, analyzing, and interpreting various forms of data accurately;

Extracting and interpreting data from a large body of material;

Managing stressful or sensitive situations with tack to achieve resolutions;

Making sound decisions under pressure.

Cash added to your taxable biweekly pay, depending on the selections you have made.EMPLOYEE HEALTH SERVICES CLINIC: Available to you for treatment of minor illness or injury.MEDICAL MAINTENANCE EXAMINATION: You may schedule a medical maintenance examination through Employee Health Services, at no cost to you, at the intervals stated:Once every 36 months if under age 40Once every 24 months if between ages 40-44Once every 12 months if over age 45If you choose to have the examination through your personal physician, your department will reimburse you up to $1,200 for eligible expenses not covered by your medical plan.ANNUAL LEAVE: 208 hours earned each year (in lieu of vacation/sick leave), increasing to 288 hours after 5 years of service. If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a pay period basis. You must be regularly scheduled to work at least 40 hours each pay period to be eligible to participate in the 401(k) plan. These plans enable you to build long-term savings while deferring current federal and state income taxes. In addition to pre-tax contributions, you are also able to make after-tax contributions through the Roth option available in the 457 plan.RETIREMENT/SOCIAL SECURITY: Both the County and you contribute to the Ventura County Employees' Retirement Association (VCERA) and Social Security. VCERA is a defined-benefit pension plan that provides a lifetime retirement after being vested and meeting eligibility requirements. Benefits vest after 5 years of service. Employees hired to work less than 64 hours biweekly participate in a Safe Harbor retirement plan in lieu of VCERA and Social Security.https://Retirement FAQs LONG TERM DISABILITY INSURANCE PLAN: The County provides you with a disability plan which provides benefits for up to 5 years for a disabling illness or injury, in an amount of 66 2/3% of base salary. You must be regularly scheduled to work at least 40 hours biweekly to participate in this benefit.OPTIONAL WAGE SUPPLEMENT PLAN: You may purchase short-term disability coverage in weekly benefit amounts of $45 or $80. You must be regularly scheduled to work 40 hours or more each pay period to participate, and must enroll within 90 days of employment.LIFE INSURANCE: The County provides you with a fully paid $50,000 term life insurance policy. The policy contains an accidental death and dismemberment rider equal to the face value of the policy.OPTIONAL GROUP LIFE INSURANCE: If you are a regular County employee with a regular work schedule of at least 40 hours per pay period you may purchase term life insurance coverage for either $10,000 or one times your annual base salary, without evidence of insurability, if you enroll within your first 90 days of eligibility. You may also be eligible to purchase term life insurance at group rates for two or three times your annual salary, subject to evidence of insurability.
