Description of JobAbout the Unit: The purpose of the Food and Energy Assistance Division is to administer the Supplemental Nutrition Assistance Program (SNAP), Electronic Benefit Transfer (EBT) program, Food Distribution programs (FDP), Summer Electronic Benefits Transfer (P-EBT), Energy EBT (E-EBT), USDA commodity food programs, and the Low-Income Energy Assistance Program (LEAP).These programs exist to safeguard the health and wellbeing for low income, financially eligible households by providing cash-like benefits redeemable for food items at authorized retailers, support for heating and other utility expenses, commodities for household programs administered by food banks, school meal commodities, and payment processing in the EBT card. The programs operate in all counties in Colorado, and some are administered locally by the county departments of human/social services. The Division supervises county departments of human/social services in the administration of these programs and is responsible for assuring that all counties comply with the terms of their county policies and are in compliance with all federal and state statutes and regulations. Division staff write state level policies and rules; train county staff on policies, procedures and effective case management skills; provide technical assistance to counties on automated systems issues and ongoing implementation; work with the General Assembly on legislative and fiscal initiatives affecting programs operation; report to federal government on federal programs implementation; monitor county performance in their implementation of the programs; contract with vendors and collaborate with partners; and allocate federal block grant funds to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government on many issues. The Division also works closely with other Divisions and Offices within the Department, other state agencies, the General Assembly, the Governor’s Office, and client advocacy organizations in the implementation of welfare reform.The fiscal section within the FEAD is necessary to direct, monitor, and evaluate program expenditures and contract requirements necessary to utilize federal funding. Evaluation and monitoring includes operations at the State and contract partner levels.Summary of Position:This Fiscal Analyst position is primarily responsible for the fiscal operations and monitoring for the SEBT, SNAP, SNAP-Education, SNAP-Outreach, EBT, E-EBT, and e-HIP programs. The position is charged with providing audit, evaluation and analysis of timely, accurate and relevant data required to effectively manage the programs within the scope outlined.Duties include: monitoring revenues, grant balances and appropriations; monitoring and auditing expenditure data; producing timely financial statements for management; making budgetary adjustments and recommendations; financial support of the legislative process; financial authority for the budgetary process; monitoring personnel cost and utilization; administering contracts and grants, monitoring contract spending level approvals, including initial setup and ongoing payments; and providing guidance to management on all fiscal and contractual issues. This position manages the administration of financial activities in CORE, eClearance, Contract Management System (CMS), DocuSign, and other information technology systems.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsHybrid. Required to come into the Denver office two (2) days a week, occasionally you may be asked to come in an extra day based on business needs. Minimum Qualifications: Required Special Qualification:

Must have budget and accounting background with government and/or non-profit programs

Option 1: Skills Based Experience:

Seven (7) year(s) of professional experience in finance, accounting, budgeting, financial contracts, grant management, and/or financial reporting

Option 2: Education and Experience:

Graduation from an accredited college or university with a Bachelor's degree in Finance, Accounting, Business, Economics, or a field of study related to the work assignment;

AND Three (3) year(s) of professional experience in finance, accounting, budgeting, financial contracts, grant management, and/or financial reporting

Substitutions:

A combination of professional work experience related to the position, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the Bachelor's degree.

A graduate degree from an accredited college or university in a closely related field may be substituted for the experience on a year-for-year basis.

Preferred QualificationsThe following supplemental experience, competencies and abilities are highly desirable for this position and may be considered in selecting the successful candidate:

Experience managing funding and reporting for Federal programs, FNS programs preferred.

Excellent writing and oral presentation skills.

Experience successfully communicating both in verbal and written form to high level audiences.

Five (5) year(s) of professional experience in accounting/finance, including working with federal programs.

Understanding of federal and state fiscal rules.

Knowledge of the Supplemental Nutrition Assistance Program (SNAP).

Proven organizational and project management skills.

Excellent computer skills and/or experience with desktop and mobile office productivity applications, databases, and programs.

Ability to balance the needs and intent of Federal and State guidelines with the needs of stakeholders.

Ability to creatively analyze and interpret information necessary to make decisions.

Computer literacy with excellent Microsoft Excel use.

Conditions of Employment

Travel: 10% travel, some overnight visits, within the state to perform fiscal site visits.

The successful candidate in this position will be willing to submit to and able to successfully pass a criminal background check.
