Description of JobAbout the Work UnitThis work unit exists to improve the physical and emotional recovery of Colorado’s crime victims and to restore victims’ confidence in the criminal justice system. To achieve this goal, the unit conducts the following statewide activities: Development, implementation, and enforcement of the Standards for the administration of victim programs;Revised January 2020 Colorado Department of Public Safety 2 Investigation, mediation and enforcement of compliance with constitutional and statutory requirements to protect the rights of crime victims; Development of public policy initiatives for victim services in Colorado, including coordination and collaboration with state and local public and private non-profit and governmental victim service agencies; Training and education; Administration of federal formula grants, federal discretionary grants, and a state grant program; Staffing of the Crime Victim Services Advisory Board, which has statutory responsibilities and funding recommendation responsibilities; Data collection and reporting to the legislature, the general public and the federal government; Administration of the Sexual Assault Victim Emergency payment program; which includes the review and authorization of payments for forensic medical exams and medical costs in certain situations; and, Staffing of the Human Trafficking Council, which has statutory responsibilities for policy recommendations to the General Assembly.About the JobThis position exists to provide administrative support to the Office for Victims Programs by assisting with four federal and state grant programs, the Crime Victim Services Advisory Board, the Victim Rights Compliance program and two quasi regulatory process for local VALE and Victim Compensation. This position has a strong understanding of the programs within OVP and triages phone calls to provide callers with the appropriate resources within the 22 judicial districts and if needed the callers may be referred to another staff member within OVP.Key ResponsibilitiesProvides the Office for Victims Programs administrative support which includes, but is not limited to, taking minutes for unit meetings, maintain various phone and mailing lists, editing and refining unit reports, daily distribution of mail, ordering office supplies, and triaging daily phone calls and routing to the appropriate staff person, proactively finding meeting space for unit meetings and Board meetings which includes evaluating space needs depending on the type of meeting that is scheduled.Makes proper referrals and responds to inquiries from Board members, subgrantees, and the general public. This position is the first line of contact for numerous phone calls received that must be properly referred to unit personnel, other units within the Division of Criminal Justice, other state or local governmental agencies, or private agencies. Acts as the point of contact for operation and maintenance of copies, printers, computers, and telephones, and will coordinate with vendors as needed for the repair of these items.Registers participants, trouble shoots facility and technology needs during meetings and conferences. Tracks resource needs for the team and finding ways to communicate these resources (often in a Team Drive) and creates resource materials/teaching aids for the rest of the OVP team.Writes and maintains the desk manual to outline procedures relevant to support the programming for the Office for Victims Programs.Works with the VRA Specialist to prepare for the monthly VRA Subcommittee meetings. This includes packet preparation for the Board members, handling all meeting logistics including meetings space and lunches for Board members. Taking detailed and accurate minutes at the VRA meetings. Archiving VRA complaints according to record retention policies.This position works closely with the financial team lead and the unit manager to process all administrative expenses that are paid with the state and federal funding. This includes the creation of ERFS, the review of travel expense forms, supply orders, management of IT equipment and subscriptions, and tracking purchase ordersThis position is the SME in the unit for the creation of Official Function Forms (OFF) and has the responsibility of training new administrative staff on the policy and documentation needed for OFFs. This position trains new administrative staff on how to manage commercial credit cards each month and the documentation that should accompany any commercial credit card statement to accurately reconcile the card prior to submitting it to the unit manager for approval.This position is responsible for preparing all of the Sexual Assault Victim Emergency (SAVE) program payments for review and signature by the unit manager.This position has to have a working knowledge of procurement rules, accounting procedures, and CORE.This position is responsible for the maintenance of documents on the OVP website pages including the addition of new material to the website, removal of old material, and the creation of new pages for OVP programs. All of this has to be completed in compliance with CDPS branding standards and compliance with accessibility rules and laws. This position must complete multiple trainings and reference OIT resources to stay up to date on accessibility standards and laws as well as branding standards.This position has to coordinate with the DCJ project manager and the DCJ public information officer to ensure that the website is up to date. In addition, the position has to coordinate with these same positions to make sure that there are not concerns about new information that is added to the websites so it is accurate and the information is shared in a timely manner.Creates content with accessibility in mind. Creates, produces, and publishes primarily text-based content.Ensures compliance with digital accessibility regulations and requirements by performing the following duties andresponsibilities.Incorporates content accessibility requirements (semantic structure, meaningful links) into content authoring workflowsCreates alternatives for media content, such as image descriptions and figure captionsUses content authoring and publishing platforms that support accessibilityPartners with colleagues and team members to prioritize accessibility in content production.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsNOTE: To be considered for this position, you must meet one of the following options for consideration.MINIMUM QUALIFICATIONS: Four (4) years of specialized experience in general or programmatic support of a program or work unit, and financial administrative experience. Requires successful completion of a background investigation that includes a polygraph exam and fingerprint based criminal history search.
