Change Management Specialist/Infographics DesignerOCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.Responsibilities and DutiesOCT currently has a contract opening for a freelance Change Management Specialist/Infographics Designer. The successful candidate shall support change management for a federal IT modernization program, including effectively communicating the overall vision for the modernization effort to internal and external stakeholders as well as assisting with policy creation and revision/updates across the given federal agency. Your responsibilities will include:

Provide Requirements Gathering, including but not limited to:

Collaborate with stakeholders to understand the objectives and key messages of the modernization projects and understand the objectives and scope of the client’s IT vision and enterprise architecture.

Gather relevant data and information to be represented in the infographics.

Gather relevant information from other resources, such as project plans, technical specifications, and system documentation.

Identify the target audience and their preferences for visual communication.

Provide Concept Development, including but not limited to:

Brainstorm and generate a creative concept of operations (ConOps) to visually represent complex concepts and processes.

Refine and finalize the concept based on stakeholder input.

Sketch preliminary ideas and present them to stakeholders for feedback and approval.

Provide Storytelling and Messaging, including but not limited to:

Craft a compelling narrative structure that communicates the modernization journey.

Determine the sequence and flow of information within the graphic materials.

Ensure the messaging is clear, concise, and aligned with the project objectives.

Provide Content Creation, including but not limited to:

Write clear, concise, and user-friendly documentation for the agency.

Document technical processes, procedures, and workflows in a step-by-step manner.

Work with technical experts to translate complex technical concepts into easily understandable language.

Include relevant screenshots, diagrams, and examples to enhance comprehension.

Provide Branding and Style Guidelines, including but not limited to:

Ensure that the infographics align with the organization's branding guidelines and visual identity.

Maintain consistency in terms of colors, fonts, and overall style throughout the infographics.

Iterate on the designs based on stakeholder input until the final version is approved.

Provide Documentation and Archiving, including but not limited to:

Maintain documentation of the design process, including concept development and design decisions.

Archive the final infographics along with any relevant design assets for future reference.

Provide Collaboration and Communication, including but not limited to:

Collaborate with project managers, stakeholders, and other team members to ensure alignment with project goals.

Conduct presentations or workshops to explain the rationale and visual elements of the infographics.

Work closely with project managers, developers, and other team members to gather information and clarify technical details.

Communicate progress updates and seek input or approvals as needed.

Conduct training sessions or workshops to familiarize users with the documentation and answer any questions.

Disseminate a monthly communication on the progress and status of the modernization effort.

Provide Review and Editing, including but not limited to:

Conduct thorough reviews and editing of the documentation for accuracy, clarity, and consistency.

Collaborate with subject matter experts to validate technical details and ensure the documentation meets the project goals. Provide Documentation Maintenance, including but not limited to:

Archive previous versions of the documentation for reference and historical purposes.

Provide Technical Specifications, including but not limited to:

Document technical specifications and requirements for the modernized systems.

Work with technical staff to describe the architecture, components, and integrations of the new infrastructure, including system configurations, network setups, and security considerations.

RequirementsQualifications and SkillsA competitive candidate will possess the following:

5+ years of experience working in change management and technical writing, ideally in the federal-government context.

Prior experience with the United States Department of Agriculture (USDA) is advantageous.

Excellent written and verbal communication skills, with a keen eye for detail and the ability to convey complex information concisely.

Prior experience working with a government contractor is desirable.

Prior experience working on IT modernization or IT-related matters is preferred.

Strong written and oral skills.

Knowledge of MS Project, JIRA, and other MS Office tools required.

Ability to organize resources from diverse backgrounds and skills.

Ability to provide examples of previous infographic created in previous work history

Education and CertificationsCertifications:

Certification in change management is advantageous but not required.

Education:

Bachelor’s Degree in related field.

Other:

Must be able to obtain or retain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check.

Must be a US Citizen.

BenefitsSalary RangePart time: 20hrs/week $38-$44/hr based on education, experience, etc. Great for a 1099 Consultant. The incumbent serves as a Grants Management Specialist responsible for the entire Title VIII Program by providing strategic direction, grants management and administration, and by managing, administering, monitoring, and evaluating all Program components. Responsibilities Serves as an expert and technical advisor responsible for the full range of functions related to the Title VIII award and administration of a broad array of Title VIII grant awards. Analyzes the impact and applies the Indirect Cost rates, which are binding on all other Government Departments and Agencies.
