Summary This position is in IT Budget and Acquisition Group, Office of Chief Information Officer (OCIO), Plans and Programs Group, Office of Managing Director (OMD), Federa Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities As an Information Resource Manager, the incumbent serves as a key member of the IT Budget and Acquisition Group with responsibility for the accomplishment and review of various FCC information technology initiatives, processes, issues and activities, and the development, implementation and administration of FCC IT requirements, standards and procedures consistent with financial directive,capital planning, and internal audit controls and regulations. He/she reports directly to the IT Budget and Acquisition Associate Chief Information Officer. Serves as a principal advisor with responsibility for: (a) providing oversight and functional responsibilityfor FCC OCIO acquisition actions and (b) developing logistical support resources programs and budget requirements for FCC OCIO contracts. Performs and oversees the full range of acquisition functions involving: acquisition planning (including defining and validating requirements), solicitation, negotiation, contract award, and contract administration. Formulates and reviews the budget estimates for FCC OCIO base and potential enhanced level activities (e.g., operations, telecommunications operations and other funding accounts, etc.). Ensures the base IT budget reflects current services and that any short-term contractor level increases are not rolled into base categories. Oversees IT contracts and serves as Contracting Officer Representative (COR) in administering contracts for acquisition, maintenance and support of information systems. Ensures contractors adhere to established standards in relation to accuracy, security and synchronization of data in the OCIO databases and information systems. Utilizes project management institute standards for managing all stages of IT internal and IT projects which impact service component IT architecture which entails project initiation, planning, execution, monitoring, and controlling, and closure. Specialized experience is defined as follows: 1. Experience providing oversight for IT acquisitions. 2. Experience formulating and reviewing IT budget estimates. 3. Experience overseeing IT contracts and serving as a Contracting Officer Representative (COR) in administering contracts for acquisition, maintenance and support of information systems. 4. Experience managing all stages of IT projects in a project manager capacity. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Ability to perform and oversee a full range of IT acquisition functions. Ability to formulate and review IT budget estimates. Ability to oversee IT contracts and serve as a COR. Ability to lead projects. Skill to effectively communicate orally and in writing. Responsibilities The primary purpose of the position is to advance the museum’s objectives for collections care and public access, through the strategic management of data for an estimated 1.8 million objects and 21,000 square feet of archival material.
