About this agencyResponsibilitiesThis position is located in the Export Credit Insurance Division, Office of Small Business, Export-Import Bank of the United States (EXIM). The primary responsibility of the position is to underwrite transactions involving short term programs for export by analyzing transactions and recommending approval, partial approval or decline. At the full performance level, duties include, but are not limited to: Serves as a Relationship Manager with responsibility for complex transactions from receipt of application to final decision on credit worthiness. Works directly with lenders, borrowers, Office of General Counsel and other divisions and offices in the agency. Underwrites transactions associated with export credit insurance policies, including policy quotes, amendments, and renewals by single buyer and multi -buyer transactions. Establishes and maintains files. Reviews applications for completeness, accuracy, and compliance with bank policies and undertakes an analysis to determine reasonable assurance of repayment ensuring compliance with case processing procedures; gathers any necessary credit or financial information from applicants; identifies key issues and mitigating factors that may impact the credit assessment; and coordinates all necessary inter-divisional activities to complete the approval process within published standards. Prepares memos with appropriate recommendations under Individual Delegated Authority (IDA) and to the appropriate approval authority for those transactions exceeding an IDA. Conveys decisions to relevant parties (insureds, brokers, lenders, and regional offices). Utilizes automated financial tools and current software to conduct the appropriate financial analysis. Advises customers which EXIM's products are best suited to their needs. Responds to requests for assistance from existing policyholders, exporters, banks, brokers and regional officers and educates them on EXIM's requirements, policies, procedures and EXIM's web based application processing system. Conducts user acceptance testing and validates system functionality and usability upgrades on the online system. Conducts site visits to (a) assist exporters in understanding their insurance policy and to assess the exporter's industry, receivables portfolio, and ability to make credit decisions and (b) meet with buyer's to understand their business, aid our underwriting process and foster new business. Evaluates the ability of the lenders, exporters, suppliers and other participants to perform under a transaction, to expand business opportunities, and assess current and potential transactions. Performs due diligence screening of all participants to confirm their acceptability. Represents the Bank in external meetings and conferences with a wide variety of entities. Participates in internal work groups that evaluate and make recommendations regarding improvements in EXIM's programs, policies or processes. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience includes: Experience in financial statement analysis, accounting, and/or credit practices; Experience in corporate credit analysis, loan or insurance underwriting, intermediate accounting, or international trade finance credit practices to make informed credit decisions on the job; AND Experience in seeking required credit information to evaluate credit risks and working with internal and external resources involved in a transaction to gather and evaluate relevant credit information. GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government. Specialized experience includes: Experience in financial statement analysis, accounting, and/or credit practices; Experience in corporate credit analysis, loan or insurance underwriting, intermediate accounting, or international trade finance credit practices to make informed credit decisions on the job; Experience in seeking required credit information to evaluate credit risks and working with internal and external resources involved in a transaction to gather and evaluate relevant credit information; AND Experience in representing an agency/organization in external meetings and conferences. Education cannot be substituted for experience at the GS-12/13 grade levels.
