Summary This position is located in the Global Talent Management Bureau, Office of Performance and Evaluation (GTM/PE), Division of Operations. PE supports the Foreign Service performance evaluation system which measures employee performance, encourages honest feedback, and fosters tenure and promotion based on merit and rewards meritorious service. In addition, the Operations Division implements grievance directives and tracks evaluations for Limited Non-Career Appointment (LNA) employees. Responsibilities Performs tasks associated with the implementation of assigned performance management and evaluation programs and processes impacting the Foreign Service (e.g. strategic program planning, participates in briefings, presentations and conferences). Serves as the primary action officer in recruiting volunteers for the Foreign Service performance boards; facilitates the administration of selection processes and ensures that each board meets the criteria for proper board composition. Reviews existing policies, issuances, and directives and recommends refinements to these guidelines; considered a subject matter expert in the policies and guidelines related to the specific area of responsibility. Supports senior leadership by conducting qualitative and quantitative analysis to review, assess and improve the efficiency and effectiveness of performance management and evaluation processes. At the GS-09/11 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-12 level. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. GS-09 Applicants applying for the GS-09 grade level must meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience independently planning, organizing and prioritizing work to meet deadlines. Experience providing support in the implementation of management programs and processes (e.g. strategic program planning, drafting reports/memoranda, and utilizing a range of technology systems/platforms). Experience analyzing data and evaluating policies related to the Foreign Service. OR B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled; OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. GS-11 Applicants applying for the GS-11 grade level must meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience working with on-premises and cloud-based Microsoft enterprise services to include SharePoint and Teams. Experience assisting with the development and implementation of performance programs and processes (e.g. strategic program planning, researching/interpreting data/guidance, and briefing senior staff on findings). Experience independently analyzing data and evaluating policies related to the Foreign Service to identify challenges and make process improvement recommendations. OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university. OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. GS-12 Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience working with on-premises and cloud-based Microsoft enterprise services to include HR Applications, SharePoint and Teams. Experience identifying challenges, making recommendations, and implementing initiatives on program related issues. Experience researching, interpreting, and advising on emerging policies and practices related to performance-based programs within the Foreign Service. There is no substitute of education for specialized experience for the GS-12 position. Education See the qualifications section of this vacancy announcement for education requirements.
