Program Analyst

Summary The position is located in the Office of the Executive Director, Bureau of Global Public Affairs (GPA/EX), Department of State. GPA carries out the Secretary's mandate to articulate the foreign policy of the United States and to communicate with and engage the United States (U.S.) and global audiences. GPA/EX provides long term strategic, resource and evaluation planning capability to the Bureau. Responsibilities Develops and creates the strategic vision of evaluations of public affairs activities and efforts to ensure alignment with the Department's national security, public diplomacy, and foreign policy objectives Facilitates GPA’s strategic evaluation planning efforts to advise the Assistant Secretary, Bureau leadership, and colleagues on effective data gathering and analysis, tool and resource assessment, and planning and evaluation activities. Works with Bureau leaders and program managers to put in place evaluation plans that are aligned with Administration, Department, and Bureau strategic priorities. Conceptualizes, coordinates, and implements integrated strategies with colleagues, management, and other contacts outside the Department to gather, analyze, and communicate information and data related to GPA programs. Ensures appropriate internal communication and feedback systems are in place and functioning to inform program planning and implementation. Communicates resolutions, with close attention to risk assessment and communication processes. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience using a wide range of qualitative and/or quantitative methods to analyze, access, and improve program effectiveness. Experience analyzing and evaluating the effectiveness of programs and operations, as well as the productivity and efficiency of the overall organizations. Experience negotiating effectively with management, and/or other organizations to accept and implement recommendations. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement. M/SS catalyzes strategic, data-informed management solutions and provides insights to advance foreign policy goals. The staff provide strategic operational recommendations and advice to leadership in formulating and implementing the Department’s management goals and objectives. Responsibilities Identifies and translates complex data analytics concepts and findings into concise, written and graphical data analysis to evaluate the effectiveness of program operations which helps inform critical department policy and management decisions. Conducts, leads, or oversees data analyses using software and/or programming languages including but not limited to SQL, SAS, MS Power BI, Tableau etc. to explore/group data, test hypotheses, predict outcomes, and inform decisions. Serves as the product owner, product manager, and Subject-Matter Expert (SME), on contracts, task orders, or other projects related to data analysis issues or initiatives. Advises on potential benefits of automation to improve the efficiency of program operations. Provides technical advice in the collecting, analyzing, interpreting and communicating insights from data. Performs analyses to identify effective administrative processes and those that are ineffective across bureau and /or Department lines. Develops, recommends and implements adjustment measures.
