Salary Rate: $46,668.01 - $62,243.58 SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY. SPECIFIC DUTIES & RESPONSIBILITIES:

Develops procurement strategies aligned with the requirements of Florida Statutes 287 and 255 and Florida Administrative Code Rule 60D.

Collaborates with Department stakeholders to understand project needs, timelines, and specifications.

Conducts market research and analysis to identify potential vendors and suppliers and estimate project costs.

Research available procurement methods and vehicles for allowability, feasibility, and cost effectiveness.

Prepares and manages approvals of formal solicitation documents, ensuring compliance with statutory requirements and Department policies.

Coordinates the solicitation process, including advertisement, travel to site visits solicitation opening, evaluation of vendor responses based on predefined criteria and recommending award.

Assists in contract negotiations.

Drafts and manages approvals of contract documents, ensuring compliance with statutory requirements and Departmental policies.

Coordinates the solicitation process, including advertisement, travel to site visits, solicitation opening, evaluation of vendor responses based on predefined criteria and recommending award.

Assists in the resolution of contract disputes as necessary.

Ensures all procurement activities comply with Florida Statutes and other relevant regulations.

Maintains accurate records of procurement transactions, contracts, and vendor performance.

Provides documentation and support for audits and reviews as required.

Establishes and maintains relationships with vendors.

Conducts vendor evaluations and assessments to ensure quality and reliability.

Resolves vendor related issues and disputes in a timely and professional manner.

KNOWLEDGE, SKILLS & ABILITIES:

General knowledge of construction industry practices.

Strong analytical and problem-solving skills.

Excellent communication and negotiation abilities.

Attention to detail and ability to effectively manage multiple competing priorities.

Knowledge of the State of Florida purchasing rules and regulations, procedures, techniques, and practices relating to Chapter 287 and Chapter 255, Florida Statues.

Proficiency in desktop applications including Microsoft Word, Excel, Outlook, MyFloridaMarketPlace (MFMP), and the Vendor Information Portal (VIP).

Knowledge relating to methods of compiling, organizing, and researching information on available suppliers, current contracts with other similar entities, and cost drivers.

Give great customer service to internal and external customers by dealing with people in a tactful and courteous manner.

Ability to work effectively in independent and team-centric environments, serving on procurement project teams and collaborating with other programs, agencies, and private business.

Knowledge of FDC rules, policies, and procedures.

Knowledge of other specialized programs or functions.

Ability to research and interpret accounting literature, rules, and pronouncements.

Ability to understand and apply applicable rules, regulations, policies, and procedures.

Ability to utilize problem-solving techniques and make decisions.

Ability to communicate effectively, both orally and in writing.

Ability to review, analyze and evaluate financial and operational data.

Ability to examine and audit financial records.

Ability to establish and maintain effective working relationships with others.

Ability to use Microsoft Word, Outlook, and Excel.

REQUIRED QUALIFICATIONS:

Bachelor’s degree or high school diploma and minimum of three (3) years’ experience in public procurement

Knowledge of the State of Florida purchasing rules and regulations, procedures, techniques, and practices relating to Chapter 287 and Chapter 255, Florida Statutes.

PREFERRED QUALIFICATIONS:

Certifications in public procurement including but not limited to the following:

Certified Professional Public Buyer (CPPB)

Florida Certified Contract Manager (FCCM)

Florida Certified Contract negotiator (FCCN)

Familiarity with project management principles

Project Manager Professional (PMP)
