for Medicine Service. The position provides oversight and
administrative management of all patient care provided by the
Medicine service.Learn more about this agencyResponsibilitiesDuties included but are not limited to:
Provides input to ensure a wide range of local factors are
considered in the development of national policies and
procedures
Reviews and evaluates processes and procedures within the
service to determine areas of effectiveness, efficiency, and
improvement for proposal through Community of Practice and the
National Steering Committee
Maintains overall programmatic responsibility for the efficient
operation of all clinical care provided by the service
Ensures that agency, accrediting and regulatory policies and
priorities are being followed, develops performance standards
and evaluates work for performance of subordinates.
Assures that clinical actions and process changes are assessed
for their impact on the health care delivery process, both
within and outside of the medical center
Works with Service in administrative research, management
analyses and development of reports pertaining to program plans,
development operations and assessments of any planning phase of
the medical center's activities that involve the service
Works closely with the service personnel, CBOCs and off-site VA
locations to formulate budget recommendations for all outpatient
clinical services.
Assists the service in forecasting the impact of staff changes
and developing countermeasures to mitigate the effect of staff
shortages on access to care.

QualificationsTo qualify for this position, applicants must meet all requirements
by the closing date of this announcement, 09/10/2019.Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS-13 position you must have served 52
weeks at the GS-12. The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows your
time-in-grade eligibility must be submitted with your application
materials. If the most recent SF-50 has an effective date within the

- Basic Requirement: You must have undergraduate or graduate
education in one of the following fields of major study -
hospital administration, public health administration, or
related fields such as business or public administration with
course work in health care administration? Transcripts are
required in your application.
OR
You must have progressively responsible analytical or
administrative, or clinical management or supervisory experience
in the health care field. This work may have been performed in
an operating health care facility or a higher organizational
echelon with advisory or directional authority over such
facilities. Work must have involved a close working relationship
with facility managers and analysis and/or coordination of
administrative, clinical, or other service activities, and
provided knowledge of the following:
- Missions, organizations, programs, and requirements of
health care delivery systems;
- Regulations and standards of various regulatory and
credentialing groups; and
- Government-wide, agency, and facility systems and
requirements in various administrative areas such as budget,
personnel, and procurement.You must meet the basic requirements as well as the specialized
experience as described below:
- Specialized Experience: You must have one year of
specialized experience equivalent to at least the next lower
grade GS-12 in the normal line of progression for the occupation
in the organization. Examples of specialized experience would
typically include, but are not limited to: coordinating and
reviewing quality assurance activities such as audits and
reports; ensuring follow-up is done to remedy deficiencies or
problems identified in reviews; providing guidance in
preparation for accreditation reviews such as Joint Commission,
OIG, CARF, etc; developing operational programs and policies;
reviews effectiveness and efficiency of programs; utilizing
quantitative and qualitative mechanism to measure productivity
and efficiency of operations; providing administrative oversight

of hours a week spent in such employment.Physical Requirements: Performance of the incumbent's duties may
require extensive walking per day to meet with the EMT, clinic
leads, administrative leads and other Medicine Service personnel.
Trips to satellite outpatient clinics will be necessary and will
involve transportation via station vehicle or privately owned
vehicle.
The work performed is of a precise nature requiring long periods of
concentration that is often interrupted. Incumbent is often faced
