We are searching for a Foreign Military Sales (FMS) Program Analyst to support our Patuxent River customer. The FMS Program Analyst supports program requirements and program schedules and performs other related tasks in support of FMS pre-case, case execution, reconciliation, and case closure activities. Functional Description: Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. Supports program requirements, program schedules and performs other related tasks in support of FMS pre-case, case execution, reconciliation and case closure activities, in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. Assist the Program/Case Manager in the execution of all assigned program activities. Participate in meetings to support program objectives and the Program/Case Manager. In support of the above functions, a Secret clearance is required for the position. Security Clearance level obtainable after assignment to position is acceptable. The Contractor will determine security level achievability prior to placement. Analyzes program requirements, status, budget and schedules. Performs program management, technical, or business case analyses. Participates as a member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT directed business meetings. Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs for FMS requirements. Tracks program/project status and schedules. Applies policies and procedures for financial planning. The FMS Program analyst assists the Program Manager and Deputy Program Manager in the execution of all assigned program activities. Tasks and responsibilities include the following: Roles and Responsibilities include:

Assist the Program/Case Manager in the execution of all assigned program activities.

Participate in meetings to support program objectives and the Program/Case Manager.

Analyze program requirements, status, budget and schedules.

Perform program management, technical, or business case analyses.

Participate as a member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT-directed business meetings.

Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs for FMS requirements.

Track program/project status and schedules.

Apply policies and procedures for financial planning.

Research and assist with Foreign Disclosure and Releasability based on current Letter of Offer and Acceptance (LOA) and new business inquiries, including identifying each country's current release (foreign disclosure) policy based on platform and configuration.

Assist the FMS PM, FMS DPM and SSCO with FMS acquisition preparation and planning documentation based on foreign customer’s requirements of operational scenarios.

Investigate dual-use items and Anti-Tamper (AT) measures to prevent reverse engineering. Assist the FMS PM in complying with Tri-Service committee recommendations and AT requirements.

Prepare management and technical documentation that supports FMS requirement development and technology transfer.

Review and/or update various program tools for schedule and program management documentation.

Provide support with planning, coordination of events, management support, and program management, Integrated Product Team (IPT) meetings, Program Management Reviews (PMRs), working groups and other program-wide meetings and conferences.

Prepare meeting minutes, agendas, white papers, briefs, presentations, and track action items and ongoing agreements.

Prepare reports and recommend schedules for current and planned events which highlight current and potential problems.

Assist in the preparation and acquisition documents, including but not limited to, Acquisition Plans (APs), Acquisition Strategy Reports (ASRs), Justifications and Approvals (J&As), Determination and Findings (D&F), and Statements of Work (SOWs) and other deliverables associated with program/acquisition management.

Assess program processes and documentation for compliance with specifications, contracts, and agency requirements.

Assist in the preparation, and execution of Procurement Planning Conferences (PPCs), Procurement Planning Agreements (PPAs), and Procurement Initiation Documents (PIDs) and other acquisition documentation.

Review, track and evaluate all program Contract Data Requirement List (CDRLs) and contract deliverables.

Assist in the processing of Letters of Request (LORs) for Price and Availability (P&A) and Letters of Offer and Acceptance (LOAs).

Review, validate and track Government Furnished Property (GFP)/Government Furnished Equipment (GFE)/ Government Furnished Information (GFI) requirements, orders and deliveries to contract schedule requirements.

Education Requirements:

BS or BA degree from an accredited college or allowable substitutions. Allowable substitutions include an AS or AA degree and an additional two (2) years of experience, OR an additional four (4) years of experience may be substituted for a BS or BA degree.

Required Experience: Three to ten years of experience.

Desired Experience: Two (2) years of experience in a business or technical position with FMS, Cooperative Programs and/or Security Assistance experience related to program requirements, schedules and performs other related tasks in support of FMS pre-case, case execution, reconciliation and case closure activities.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
