Assigned duties will include: developing Program business processes and procedures, monitoring and reporting semi-annually on the Feedlot Program’s ability to comply with Agency wide permit timeliness goals, lead the training of new Program staff and County Feedlot Officers (CFOs) in the proper use of Tempo, maintaining quality data within the Tempo data base for all activities generated by MPCA feedlot staff and County feedlot staff, identifying key points of data and work to develop reports needed by the Program, development work on the Feedlot Program’s auto-loading Tempo templates, ensuring proper drop down menus for all activities within Tempo, working with Program leadership on long term goals and vision for data collection, working with others within the Agency, along with Program management, on development of long term Program changes to Tempo, analyzing data and providing reports to Feedlot Program Management.Minimum QualificationsTwo (2) years of advanced professional-level project management experience, or data management /analysis experience, or environmental protection work such as permitting and/or compliance/enforcement or similar experience including developing and issuing of agency permits, and experience using agency databases such as Tempo or Delta. (e.g., advanced professional level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work.)Ability to coordinate and lead a group or groups.Communication, interpersonal, collaboration, technical writing, and planning/organization skills sufficient to independently perform senior-level professional work.Advanced knowledge of computer programs such as Microsoft Word, Microsoft Outlook, and Excel.Familiarity with federal and state feedlot rules and statutes.General knowledge of animal agriculture and land application of manure.Possess a valid Driver's license (see additional requirements).The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.Preferred QualificationsA degree in Environmental Sciences, Business Administration, or other related field.Demonstrated ability to independently complete projects and deliverables pertaining to data management and analysis.Proficient in Geographic Information System (GIS) software manipulation and editing.Demonstrated project management skills, ability to organize and manage multiple projects simultaneously, and ability to meet deadlines.Knowledge of environmental data systems, like Tempo, and how programs use the system for standardization and efficiency.Knowledge of Federal and State data management reporting requirements and its applicability to programs.Problem-solving skills sufficient to capture business needs and recommend adjustments based on data analysis.Experience querying and reporting of data for large data bases, project planning, implementation, management, and identifying and measuring outcomes with records management experience.Physical RequirementsWhile performing the duties of this job, the employee is occasionally required to stand and walk and work in a office environment. Requires occasionally lifting and/or carrying such articles as file folders and boxes, tools, or heavier materials with help from others and/or moving light objects frequently. A job in this category may require maintaining a stationary position to a significant degree or may involve a certain amount of moving necessary in carrying out job duties.Additional RequirementsA driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license.
