In this dynamic role, you will bring creativity and ingenuity to develop DCYF's digital services and effectively manage and align them to strategic goals and deliver tangible value.You will oversee the ideation, development, improvement, and management of a range of digital services that support DCYF’s vision and mission. Collaborating with DCYF administrators, program managers, and business owners, you will create and manage digital service portfolios informed by community engagement. Through strategic roadmaps and blueprints, you will guide the digital transformation that enhances the public’s experience with critical services, ensuring positive program outcomes and efficient resource allocation.This is a high-impact opportunity for those passionate about public service, digital transformation, and improving lives through technology.This position is currently eligible for full-time telework:

Minimum QualificationsCandidates must clearly demonstrate all of the following qualifications in their resume. Resume tips here. (https://mn.gov/mnit/about-mnit/careers/hiringprocess.jsp) :This position requires a minimum of five (5) years of experience in IT portfolio, program, product, or project management.Experience must include:
Advanced knowledge of computer science and solution architecture theory and practices, sufficient to lead the ideation, design, development, and management of statewide or agency data systems and standards.
Ability to manage budgets, timelines, and resources across multiple projects.
Proven leadership in cross-functional teams and managing external vendor relationships.
Data visualization, data mining, and software development life cycles (Agile, Scrum, Waterfall, etc.), as well as experience applying Human-Centered Design methodologies.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding amongst all parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.Preferred Qualifications
Certifications such as PMP (Project Management Professional), PMI-ACP (Agile Certified Practitioner), or ITIL (Information Technology Infrastructure Library) certification.
Familiarity with issues facing Minnesota’s children, youth, and families, as well as knowledge of the state budget and legislative funding processes.
Experience leading cross-functional teams, including customer experience (CX), user experience (UX), and architecture professionals (business, enterprise, data, solution), and involvement in IT governance.
Proven ability to think conceptually, strategically, and analytically to anticipate future needs, resolve complex problems, and develop data-driven solutions.
Demonstrated ability to lead with empathy, employing a servant-leader mindset to build and manage administrative functions that meet evolving organizational needs.
Experience driving organizational change and implementing digital services improvements across multiple departments or stakeholders.
