Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) (Within Minnesota or neighboring states) and flexible hours options are available.As an Operations Supervisor, you will lead and coordinate critical division wide fiscal and contract functions needed by all the program areas of the Economic Assistance and Employment Supports Division (EAESD). The incumbent manages budget development, planning and financial analysis, including allocation of funds, approval of expenditures and managerial reporting activities. The incumbent supervises the work of a team of four professional staff responsible for the development and execution of all division’s financial, contracting, procurement and office services functions to assure an efficient and effective centralized purchasing process. The incumbent is a member of EAESD’s leadership and management team and participates in strategic and tactical planning; fiscal note process for proposed legislation; and leads efforts to build commitments and partnerships needed to support effective within-division, cross-division, and cross-agency fiscal policies and practices.Responsibilities include but may not be limited to:

Supervise financial, contract and administrative staff and manage the Division’s operations.

Lead and coordinate fiscal and contract functions of the Economic Assistance and Employment Supports Division so that the Division operates efficiently and effectively to improve the delivery of services, program practice, operations and outcomes for children, families and adults.

Lead and provide professional technical expertise to produce deliverables that include short-term and long-term plans to advance and coordinate the work of fiscal teams.

Provide expertise to the Division Director, Deputy Director, and Operations Managers so that program planning, operations, and decision making are carried out with maximum effectiveness, efficiency, and service to the public.

Project/portfolio manager for select projects in EAESD.

Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.Demonstrated leadership experience. Leadership experience can include:

Experience as a supervisor, lead worker, team lead, project lead; OR

Completion of a State of Minnesota leadership program (e.g., ELI, L4); OR

A paid/unpaid position leading a program or chairing a committee; OR

(e.g., ERG) - Experience must include:

1+ year of experience identifying issues, goals and strategic actions

100+ hours per year time commitment

ANDFour (4) years specialized professional experience in a human services program that demonstrates the following:

Broad and extensive knowledge of generally accepted accounting principles (GAAP), governmental fund accounting, state financial policies and procedures, the legislative/budget process, or cost allocation principles.

Extensive knowledge of federal and state laws and statutes governing contracts, ethics, and data practices with the ability to apply knowledge of the law to draft clear, concise, and legally enforceable data matching/sharing agreements.

Experience with policy development and implementation.

Project and program management experience that includes knowledge of process improvement methods and ability to track efforts to present results.

Preferred Qualifications

Experience and expertise working with Statewide Integrated Financial Tools (SWIFT), Budget Planning and Analysis System (BPAS), Appropriation Maintenance Application (AMA), software applications, and/or other large accounting systems.

Facilitation skills sufficient to guide groups of executives and senior leaders to make difficult decisions in challenging circumstances.

Variety of experiences working effectively with others from different backgrounds and cultures.
