As a Planner Principal State for Food, Pools and Lodging Services (FPLS), you will coordinate Environmental, Health and Safety (EHS-net) activities and participate in the creation and delivery of workforce development training courses for the MDH FPLS section and delegated programs. This role also manages the standardization of food inspection personnel at MDH and delegated agencies.Responsibilities include:

Lead EHS-net outbreak activities and NEARS data collection efforts.

Perform standardization exercises with MDH and local agency inspection staff in field interpretation of the Minnesota Food Code to ensure uniformity in inspections across the state.

Provide technical expertise for statewide projects and initiatives related to food, lodging and swimming pool regulatory programs, to ensure decisions are made according to current science, regulations, policies, and program goals.

Training and consulting with local and state agency inspection staff and other stakeholders.

This position can be based out of St Paul or any of MDH’s district offices, depending on which location is closest for the top candidate. There will be an option for some teleworking, however, it will be based on the business needs of the unit and is at supervisory discretion. Telework eligibility applies to applicants residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota.District Office locations:Minimum QualificationsThe following minimum qualifications must be clearly demonstrated on the applicant’s resume/application to be considered for the position:

Three ( 3 ) years of experience in the planning, implementation, and administration of environmental health, public health, or environmental protection programs.

Current Registration as an Environmental Health Specialist/Registered Sanitarian.

Certification as a Standardized Food Safety Inspector.

A bachelor's, master's, or doctoral degree may substitute for one (1) year, eighteen (18) months, or two (2) years of experience, respectively.Additional minimum qualifications to be assessed during the interview:

Demonstrated experience with public health, environmental health, environmental hazards prevention, assessment and control of environmental risks, and continuous quality improvement processes.

Human relations skills to achieve effective working relationships within the agency and with external partners.

Communicate effectively with owners, managers and employees while interviewing in a variety of environments.

Written communications skills sufficient to document concise, accurate and complete observations, provide information, answer questions, and emphasize critical issues.

Critical thinking skills sufficient to collect and analyze information, identify areas of focus, and make decisions based on evidence gathered.

Preferred Qualifications

Certification as an FDA Standardized Food Safety Inspection Officer.

Master’s degree in public health, environmental health, or another related field.

Certified Pool Operator or Aquatic Facilities Operator certification.

Experience implementing or auditing the FDA Voluntary National Retail Food Regulatory Program Standards.

Experience managing multiple overlapping projects that engage a variety of stakeholders.

Experience with group facilitation.

Experience with the EHS-Net grant activities.

Physical Requirements

Transport items weighing 20 pounds.

Move over uneven, sloping, and/or snow-covered ground.

Work outdoors in all seasons, with exposure to weather extremes.

Additional Requirements

The candidate selected for this position will be required to successfully pass a background check and employment reference check.

While a driver's license is not required, the position demands some travel, which the incumbent will be responsible for meeting.
