Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (STRATEGIC PLANS AND POLICY OFFICER) (TITLE 32), Position Description Number D2967000 and is part of the IL ANGHQ, National Guard. Responsibilities As a PROGRAM MANAGER (STRATEGIC PLANS AND POLICY OFFICER) (TITLE 32), GS-0340-12, you will serve as the Officer over Strategic Plans and Policy. Major Duties - This is NOT an all-inclusive list: Serve as the primary advisor to the Adjutant General, and the Chief of the Joint Staff on matters of short, mid, and long-term programs. Serve as the senior strategic and long-range planner and consultant responsible for developing the Joint Force Headquarters-State view of the future and implementing detailed strategic policy, plans, initiatives, and concepts related to warfighting, theater security cooperation, international relations, federal and state homeland security, civil support missions, and selected other activities for the entire organizations based on broad guidance from higher headquarters and specific guidance from the Adjutant General and Chief of the Joint Staff. Coordinate and oversee development of measurable strategic timetables, goals, objectives, and milestones implementing instructions, local plans, policies, and programs. Evaluate and recommend planning strategies to develop, implement and sustain the Joint Force Headquarters Strategic Plan. Develop performance measurement tools and data collection methods for continuous monitoring of operational data to ensure that all programs are fully integrated and effective. Ensure strategic planning evaluation and assessments adequately and effectively address and measure key customer and operational requirements for continual process improvements aligned with the Joint Force Headquarters strategic direction. Prepare briefings and correspondence and distribute command policy and guidance on the strategic planning process. Conduct statewide analysis for strategic planning, re-engineering issues, and program integration. Synchronize and integrate strategies with Combatant Commanders, National Guard Bureau (NGB), other services, supported federal and state agencies, and the federal response plan. Engage and work with strategic planners and functional management teams to ensure proper planning and analysis for future force structure activities including capabilities analysis, demographic information, and ongoing transformation planning for out-year activities. Conduct and oversee the completion of detailed studies in response to the state Adjutant General and Chief Joint Staff requests and prepares executive summaries, information papers, and briefings for internal and external audiences. Provide oversight on the coordination and administration of activities and programs which integrate military and non-military agencies and international programs as directed by NGB, Combatant Commanders (CoComs), Department of State, and other appropriate tasking authorities. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer - O1-O4 GENERAL EXPERIENCE: MUST possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1-year of specialized experience equivalent to at least the next lower grade level of GS-11; experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.
