In this role you will get to work on one of the most exciting Infrastructure projects in the Country!Program backgroundThe Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.SUMMARY OF RESPONSIBILITIESParsons is seeking an individual to fill the role of Administrator of the Commission's Diversity Compliance Software System (B2Gnow) to capture and report MWDBE and subcontract awards and payment information. Additional activities include contractor and community outreach to advance equity, access, diversity, and inclusion in all activities, programs, and services of the Commission.Reporting directly to the Senior Advisor on the project, Diversity and Civil Rights, the candidate will be responsible for the management and administration of the Diversity Compliance Software System to capture and report on MWDBE prime and subcontract awards and payment information. Additional activities include contractor and community outreach to advance equity, access, diversity and inclusion in all activities, programs, and services of the Commission.ESSENTIAL FUNCTIONS

Serve as the Administrator of the Diversity Compliance Software System for the Gateway Development Commission.

Develop and manage a program to capture all Prime and subcontractors’ awards, payments, prompt payment, certification, NAICS codes and contract goal information.

Lead meetings with Contractors and subcontractors to assist in keeping information up to date in the system, inputting new vendors into the system, correct contract award information and prompt payment.

Work with the Diversity Compliance Software System Vendor to provide all appropriate staff training during system roll out.

Partner in the development of internal and external communications to Prime Contractors and subcontractors for upcoming procurement activities and events, presentations, and training material related to the DBE and Civil Rights Title VI Program.

Provide standard and ad-hoc reporting on Prime and subcontract dollar award and payments.

Customize reporting for up-to-date DBE Participation for individual contracts as well as Agency Performance Identify and resolve issues related to Prime Contractor and subcontractor utilization of the Diversity Compliance Software System.

Provide DBE updates to Senior level staff as directed by the Senior Advisor, Diversity and Civil Rights.

QUALIFICATIONS

Bachelor’s Degree in Business, Public Administration, or related area or equivalent.

5-10+ years of applied experience in managing and administering Diversity Compliance Software.

Education in lieu of experience and experience in lieu of education can be used if the candidate’s overall qualifications meet the requirements of the position.
