OverviewJob Summary The role of the NJEDA’s Governance Department is to ensure Board Members and staff clearly understand roles and responsibilities as it relates to serving on an NJEDA or affiliated Board, to provide a clear framework of checks and balances for the preparation of board related action items, and to promote efficiencies and use of best practices by both board members and staff as it relates to any board, or any other cross-organizational projects supported by the Governance Team. Under the supervision of the Director of Governance, the Governance Project Officer is responsible for implementing day-to-day tasks of the Authority’s Board Governance processes and workflow. The individual will work on enhancing and streamlining those processes and developing and updating Board Governance policies to create efficiency and ensure effective communication with and between the Board and staff involved in the Board Governance process, taking advantage of available technology. $65,484 - $81,855 Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey. ResponsibilitiesEssential Duties and Responsibilities of Project Officer

Duties include communication with staff and board members and drafting of material for the update and streamlining of Board Governance policies, protocols, and initiatives. Responsible to perform a variety of organizational, process and policy-oriented tasks associated with Authority Board governance, including streamlining the management of the NJEDA Board and each of its respective committees, and affiliated Boards and Commissions, including the NJ Commission on Science, Innovation and Technology, the Capital City Redevelopment Corporation, the New Jersey Motion Picture and Television Commission, and any other future Boards and Commissions that fall under the Governance Department’s purview and oversight.

Serves as a liaison to members of the NJEDA Board and affiliated Boards.

Master the needs of the governance workflow, board and committee agenda setting, and meeting preparation, with critical follow-up. Ensuring deadlines are met including developing, tracking, and recording processes and procedures.

Works with the Director of Governance to develop and implement Board Governance policies to streamline the governance practices and policies overall board governance.

Develops collateral and user-friendly materials to support the increased and enhanced utilization of Governance software authority-wide and developing tools and resources to acclimate Board Members to the software utilization.

Works with the Director of Governance to develop standard operating procedures and templates for the management of Board Governance, including drafting internal-facing board governance protocols, policies and templates for circulation and utilization Authority-wide for the streamlining of governance related practices.

Under supervision, provides updates to the Department’s internal SharePoint page(s) for Authority use, the board governance software document library, various board websites, and various data management spreadsheets. This may also include the preparation and posting of meeting notices, meeting agendas, and meeting minutes on-line.

Support the needs of the Governance department, including supporting the needs of the board and committee meetings planning and execution.

Serves as a governance resource; attends all relevant Board and committee meetings, conducts governance-related research, and helps to develop and institutionalize best practices for implementation authority-wide.

Helps prepare for Board meetings and other Board and Governance-related activities including the preparation, organization and dissemination of board and committee materials in accordance with the distribution schedule as needed utilizing board governance software. Prepares internal meeting agendas and other corresponding materials that support meeting preparation, efficiency, and overall organization.

Crafts enhanced outreach to Boards on governance-related matters.

Organizes and maintains files, databases and correspondence related to Division activity as needed, including delegated reporting and sub-delegations of authority.

Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.

Must complete annual and semiannual self-assessment as required.

Performs other duties and special projects, as assigned.

Skills and Abilities

Excellent time management skills and the ability to prioritize work

Demonstrated proficiency in creative and analytical problem solving, including structuring issues, framing solutions, and executing complex analyses with limited errors and oversight

Strong ability to synthesize findings and propose actionable solutions

Excellent written and verbal communication skills (presentation, memos, and emails)

Ability to work on small project teams tackling complex and challenging work

Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff

Ability to undertake research, disseminate information and summarize in an easily understandable format

Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision

Ability to analyze and manipulate report data

Demonstrate ability to gain a thorough knowledge and understanding of EDA programs and services

Proficiency in Microsoft Office Suite, ability to competently prepare PowerPoint presentations, database skills, and the ability to learn new software packages.

Become proficient in Diligent Boards software.

Knowledge of electronic communications techniques such as web casting a plus

Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers

Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff

QualificationsPreferred Qualifications Education and Experience Requirements

Bachelor’s Degree, preferably in a relevant field such as policy, planning, communication, or other relevant areas or equivalent experience

A strong track record of professional success

Five years of industry-facing or governance experience in a government agency, non-profit or related field (or) five years of experience in a fast-paced, project-based professional services environment that emphasizes teamwork, problem solving, and communication (e.g., management consulting, organizational management, constituent services, large-scale project and/or event planning and management, etc.)

Experience in program development, public policy development and basic financial principles

Advanced degree or industry specific certification may be substituted for 1 year of experience

Position can be based in any NJEDA location

Certificates and Licenses Required

License: Staff are required to possess a valid driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position
