You’d like to do thisBlueHalo is seeking to hire a program manager to work with teams and customers in a dynamic and product focused environment focused on directed energy and tracking programs. Candidates must have experience working with projects that are in development with changing requirements. The candidate must guide customers to define, design and deliver solutions through effective stakeholder engagement with a focus on financial management, risk management and customer satisfaction. Candidate must be an energetic self-starter with the correct aptitude and attitude that can build customer relationships and high performing teams.

Leads development of the program architecture and top-level plans for a program.

Develops top-level program work breakdown structures and coordinates with group leads to develop execution plans.

Lead proposal development in support of additional work scope and manage pre-award performance to budget.

Establishes, monitors and integrates project elements, product configuration and communications concerning change management processes and decisions.

Facilitate or lead others in facilitating negotiations involving major project parameters such as deliverable definition and performance objectives (e.g., cost, schedule, quality).

Develop project plans utilizing MS Project and define deliverables that meet identified requirements, and customer expectations.

Identify and manage project risks, issues and opportunities.

Manage all assigned resources including people, facilities, budgets, and schedules to meet performance requirements and commitments.

Report project status and performance metrics to program leadership team and Customer.

Work with our customers to proactively identify additional opportunities, and ways to improve levels of service.

Ensure project team members’ responsibilities, accountability and authority are clearly documented and understood. Ensure assigned individuals are executing the identified and assigned tasks and provide appropriate tracking and reporting per plan. Provide input of team member performance to management, where appropriate.

Performs project management activities in accordance with accepted project management standards in the industry (e.g., PMI, Project Management Body of Knowledge [PMBOK], ANSI, and ISO-standards).

Implements customer and program communication and contact plans. Facilitates the resolution of program issues.

Works with team to refine specifications and leads programs from development into final product.

You’re required to have this

Bachelor’s Degree and 2-4 years of relevant experience within business administration or an engineering field as a project or program manager.

Project Management - thorough knowledge and proficiency in all project management areas in accordance with Industry project management standards.

Leadership – complete ability to lead and direct the activities and resources within and across the organization

Communication - excellent written and verbal communication skills with ability to listen, assimilate, evaluate, and summarize. Sound ability to communicate with the customer at all levels.

Project Lifecycle knowledge - sound knowledge of the Project Lifecycle from requirements definition, proposal preparation and negotiation and project implementation through to completion.

Selected candidates will work directly for a Member of Congress as part of their office staff. Positions are located in Congressional District Offices around the country. Responsibilities The Green & Gold Congressional Aide Program (G&G CAP) was established to create employment opportunities for Veterans, Gold Star families, and Active-Duty Spouses within the U.S. House of Representatives. These positions provide Aides with the experience and exposure necessary to broaden their career opportunities. G&G CAP Aides may be assigned to Members, Committees, or House Officers and will serve in Washington, DC or Member district offices across the country. These are two-year, paid, full-time employment opportunities. Duties will vary depending upon the specific requirements for each office. Said duties may include but are not limited to: Working as a constituent services representative; Helping local constituents resolve issues with federal agencies; Serving as liaison to local Veterans Service Organizations; Attending local events and meetings on behalf of the Member of Congress; and Performing legislative work. SPECIFIC DUTIES FOR EACH OFFICE WILL BE DISCUSSED DURING THE INTERVIEW PROCESS. IN ORDER TO PARTICIPATE YOU MUST BE A VETERAN, GOLD STAR FAMILY MEMBER, OR ACTIVE-DUTY SPOUSE AND MEET ALL THE FOLLOWING REQUIREMENTS. NO WAIVERS WILL BE GRANTED: Veterans: 1.
