Nature of WorkPerforms the installation, troubleshooting, maintenance and repair of electronic traffic signals, traffic surveillance systems, school flashers and related systems.ENVIRONMENTAL FACTORSMajority of work is performed outdoors with exposure to all weather conditions, traffic, dirt, dust, noise, fumes, odors and electrical hazards. PHYSICAL FACTORS Moderately physical effort involved; ability to perceive colors is critical; lifting and items weighing up to 80 pounds; operating a concrete saw weighing 500 pounds; climbing, balancing, reaching above shoulder height; using a two-way communication device; safety equipment includes helmets, face masks, safety shoes, aprons, gloves and goggles. WORK SITUATION FACTORS Position subject to standby rotation and may be required to respond to emergency situations after working hours. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies. Checks field operation of control equipment and operation and condition of electronic devices.

Maintains and makes field and shop repairs to traffic signal equipment.

Programs and troubleshoots ITS and signal computer applications for use with traffic signal system.

Assists the Crew Leader in the installation, programming, configuration, and troubleshooting of ITS microcomputer hardware and software systems.

Performs basic computer programming along with computer hardware and software troubleshooting.

Maintains and updates computer systems; installs software upgrades, enhancements, and revised functions for traffic signal operations.

Assists Crew Leader in maintaining signal timing data base; downloads timing changes to ensure safe traffic operations.

Installs, repairs, and maintains arterial traffic signals; troubleshoots electrical problems; troubleshoots underground wires; installs conduit systems including pulling wires; ensures adherence with guidelines/standards governing installation and maintenance of traffic signal systems; programs, maintains and repairs school flashers.

Tests and replaces MMU and CMU devices at intersections.

Interprets electronic schematics for field changes in signal phasing.

Pulls wire through underground conduit; connects to traffic control devices.

Cuts traffic signal loop detectors; checks intersections for proper vehicle detection; checks cameras and auto scopes and repairs as needed; constructs concrete foundations for signals and school flashers.

Monitors traffic signal computerized system.

Checks signal systems along railroad routes; meets with railroad officials to discuss system operations.

Maintains records of repair, maintenance and installation of signals, flashers and other electronic devices.

Performs underground locating activities.

Performs vehicle counts for traffic studies as needed.

Assists Street Light crews regarding installation and repairs as needed.

Serves 24-hour on-call duty for emergency repairs to traffic signals.

Performs graffiti removal.

Minimum QualificationsEquivalent to a high school diploma PLUS four years' experience in the operation, maintenance, and servicing of traffic signals, which includes experience in Intelligent Transportation Systems (ITS). A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. Associate degree in Electronic Technology or related field is preferred.LICENSES/CERTIFICATION(S)Valid Class B commercial driver's license is required; valid NM Journeyman Electrician License (EE98J) required; IMSA Level II Traffic Signal Certification required. Position requires an acceptable driving record in accordance with City of Las Cruces policies. Knowledge, Skills, and AbilitiesConsiderable knowledge of: Electronic testing and diagnostic instruments; automatic traffic control devices; computer software; construction techniques regarding traffic signals; tools, equipment and general practices of construction; hazards and necessary safety precautions involved in working with electricity and in working in and along the roadways; methods, materials, and equipment used in the installation, maintenance and repair of traffic signal equipment and ITS application devices as it relates to traffic signal operations and traffic surveillance systems; Manual on Uniform Traffic Control Devices and pertinent signal manuals.
