Technical Lead Architect (Remote)

OverviewGovCIO is currently hiring for a Technical Lead Architect to support the Department of Veterans Affairs (VA), Software Product Management (SPM) Portfolio Integration Office (PIO) in performing Social Security Number use analysis in VA systems. This position is fully remote.ResponsibilitiesCandidates must have extensive experience and understanding of VA IT systems.

Conduct comprehensive assessments of 1,150+ VA systems to identify those systems that have yet to integrate with Master Person Index (MPI).

Create a Systems Crosswalk Analysis Plan to map business processes to IT systems, document dependencies, and create visual representations of SSN dependencies and use cases for each VA system.

Create a dynamic enterprise architecture diagram that details all interdependencies among VA systems – upstream and downstream.

Develop a detailed roadmap that outlines the necessary steps for successful MPI conversion from SSN to Integration Control Number (ICN) use.

Conduct tabletop exercises with stakeholders to validate the crosswalk analysis, refining and updating documentation to ensure thorough understanding before implementation.

Coordinate with VA system and IAM teams to align all integration activities.

Proactively identify and assess risks to determine mitigation strategies.

Develop a robust process to track MPI conversions across all VA Products to include KPIs and metrics to measure the effectiveness of the integration efforts.

Ensure compliance with CAA 2023/2024 Section 237, noting any systems that are not within VA’s jurisdiction, and ensuring necessary technical enhancements or fixes are fully identified.

Perform retrospectives to identify lessons learned for continuous improvement actions.

Manage technical team and their assignments to meet required deadlines.

Contribute to weekly, monthly, and quarterly operational slides and reports to track risks, metrics, and status updates.

QualificationsRequired Skills and Experience

Bachelor's degree with 12+ years of experience.

Comprehensive understanding of VA systems.

Ability to perform a detailed impact analysis on all 1,150+ VA systems to identify areas where SSN usage presents a risk or inefficiency.

Ability to create detailed architecture diagrams for current state and target state.

Ability to create a comprehensive roadmap and drive the conversion from SSN to ICN.

Excellent problem-solving and decision-making abilities.

Strong analytical skills for process evaluation and improvement.

Detail-oriented with excellent organizational skills.

Excellent written and oral communication skills.

Team player with strong relationship-building skills.

Comfortable presenting to diverse audiences.

Familiarity with Agile methodologies such as Kanban and Scrum.

Experience using Jira to plan, track and manage work.

Preferred Skills and Experience

Experience working with VA OIT.
