About Us The MTA transportation network has very large systems and infrastructure for financial, business, automated train, transportation, power, and physical security. The MTA IT Department is centrally responsible for providing a full range of Information and Operational Technology services to the MTA agencies and administrative units through its operating and support units. These services are provided on a 24/7/365 basis to support the MTA organization and its ridership. Summary of Job The Deputy Chief Technology Officer, Corporate Systems Products is responsible for leading and managing product development portfolios that support MTA corporate operations. Reporting directly to the MTA Chief Technology Officer (CTO), this senior leader will focus on developing, managing, and supporting products related to corporate operations such as Timekeeping, Finance, Payroll, and legal, as well as systems supporting B&T and C&D. These systems are uniquely complex at the MTA, with many interdependencies and business process variations across the agencies. As such, this role requires a unique set of skills and expertise, as well as a keen understanding of corporate systems. The position is responsible for leading technical teams for ongoing operations, and development of roadmaps for IT application products. This role is responsible for major service delivery, with hundreds of application products within its portfolio and with a large staff assigned. This position is responsible for providing and supporting the highest quality technology-based systems, in the most cost-effective manner and to support the ever-growing need for information management throughout the MTA. This position holds executive responsibility for overseeing the development, implementation, and management of the corporate systems and product solutions ensuring products meet market needs, are scalable, and integrate well with existing systems. This entails developing and maintaining highly effective, secure, and innovative information systems to support the MTA’s goals and priorities. Develop the strategy and roadmap for their products to achieve both their customers’ outcomes and the IT organization’s objectives. This role is a key player who effectively integrates, motivates and builds relationships with and between team members, key stakeholders, customers, executives, and other individuals or organizations involved with the end-to-end corporate product life cycle. Provides leadership in overall business planning, matching a current knowledge and future vision of technology and systems to the MTA’s strategic and operational goals.
Leads a cross-functional product organization capable of supporting the information needs of the MTA that delivers impactful solutions designed to solve business problems, anticipate challenges, and create value for MTA stakeholders.
Provides leadership to ensure that the Corporate Systems Products and Transportation Systems Products organizations successfully provide a continuous delivery of product services as measured by customer satisfaction and other performance indicators.
Identifies, evaluates, and prioritizes product opportunities that result in improved service delivery to the MTA, its corporate organization and ridership.
Leads, coordinates, and facilitates consultation with stakeholders to define business and systems requirements for new technology implementations, and develops business case and cost justifications for such initiatives.
Leads efforts for monitoring product application lifecycles, assigned workload, and deliverables ensuring that the IT needs of the MTA are met on time and within budget, including identifying weekly, monthly and annual performance targets and performance indicators to show progress on assigned products.
Provides leadership and direction on the evaluation, selection, implementation, and maintenance of information systems products, while ensuring an appropriate and cost-effective investment in strategic and operational systems and resources (including staffing, sourcing, purchasing, and in-house development) for the assigned product portfolio.
Authorizes, reviews, and directs the selection, prioritization, development and implementation of applications, infrastructure, and related products as well as in the development and implementation of new modules within products.
Ensures products are developed and maintained with data integrity and security for personal and proprietary information and related intellectual property and ensures the development and execution of a disaster recovery and business continuity plan for products.
Serves as an expert and advocate and advises senior MTA management on the changing trends and emerging technology and their potential use within the MTA and proactively connects digital trends to stakeholder needs to evolve the MTA IT product roadmap.
Advises and supports interdepartmental activities as necessary, including collaborative tasks with various MTA departments.
Oversees strategic vendor relationships (observing the work performed by the contractor; reviewing invoices and approving them if the work has contractual standards; addressing performance issues with the contractor when possible; and escalating issues to other parties as needed.)
Attracts, develops, coaches, and retains high-performance team members, empowering them to elevate their level of responsibility, span of control and performance, in conjunction with other IT Department and MTA People Department units.
Provides leadership to build Product management expertise and competence and new technologies knowledge to meet evolving demands within the Product Portfolio unit through continued education, training programs, and other career path initiatives.
DCTO Standard Responsibilities:
Confirms that the IT strategy aligns to the broader CTO strategy.
Oversees the governance process to ensure technology projects are designed and implemented in accordance with MTA standards and frameworks.
Monitors overall IT portfolio performance to include meeting goals and performance metrics. Ensures technology investments are in line with overall strategy and that ROI is provided to customers and/or business partners; personnel, contractors and vendors are meeting performance expectations.
Leads and cultivates a culture of innovation. Recognizes and exploits business opportunities through new, emerging technologies or solutions to explore new ways for IT to provide services to the stakeholders. This may include the identification of new and emerging hardware, software and communication technologies and products, services, methods and techniques and the assessment of their relevance and potential value to enable business, improve cost or performance, or create sustainable practices.
Ensures that IT personnel understand and adhere to the policies and procedures to ensure compliance with regulations. May oversee the development or revisions to and governance of policies and procedures to incorporate new or leading practices pertaining to functional areas.
Manages business relationships and customers at the most senior level. Collaborates with peer Deputy CTOs, relevant stakeholders across MTA, and the CTO .
Develops the strategy and governance process to manage and mitigate risks within the Division. Provides guidance on escalated risks and issues. May escalate to the Chief Technology Officer if applicable.
Manages, coaches and develops Senior Directors, Directors and other direct reports. Provides regular positive and constructive feedback on performance and executes annual performance reviews. Provides opportunities to enhance skills.
