Job DescriptionThe New York City Housing Authority (NYCHA) Law Department’s Contracts Division seeks to hire a Senior Counsel who is a critical and strategic thinker with excellent drafting skills, who possesses the ability to work independently and as a team player and can meet tight deadlines.With the wide latitude of legal knowledge, judgment and experience, the Senior Counsel will be responsible for legal activity of significant policy and/or financial consequences, supervise the work of Agency Attorneys and support staff, and serve as legal counsel to the agency’s managerial and executive staff. The Senior Counsel shall work on sophisticated contracts and legal work covering a broad array of subject matters having significant financial, procedural or policy consequences, including but not limited to drafting and negotiating contracts, reviewing solicitations for services, advising NYCHA program units on regulations and procedures governing NYCHA as well NYCHA’s corporate documents, bylaws and delegation record.Responsibilities include, but are not limited to the following:

Supervise Agency Attorneys and support staff.

Draft, negotiate and/or review contracts, solicitations, requests for proposals, non-responsibility determinations, tenant association election protest disputes.

Advise program units on procurement issues based on federal regulations, state law and NYCHA’s contract procedure regulation.

Perform legal research.

Analyze and interpret contracts in connection with prelitigation contract disputes and construction claims.

Note: The selected candidate will be required to maintain confidentiality regarding all NYCHA proceedings. Salary will be commensurate with experience.Additional Information

Candidates must also provide two writing samples representing the candidate’s efforts, not those of a reviewer; three references, listing their professional association and the circumstances under which they became familiar with the candidate's professional skills; a copy of law school transcript.

Please read this posting carefully to make certain you meet the qualification requirements before applying to this position.QualificationsAdmission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
