The NYPD strives to foster a safe city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between people and its police, and by pioneering strategic innovation.The Office of the Deputy Commissioner, Equity and Inclusion is responsible for overall organizational development and implementation of the New York City Police Department's Equity and Inclusion programs and strategic framework. The goal of the Office of Equity and Inclusion (OEI) is to foster equity through policy and regulation, both in and out of the workplace, and to increase supplier diversity for the New York City Police Department (NYPD). This is accomplished through transparency and accountability by applying nationwide best practices with our internal and external stakeholders.The Staff Analyst will work with the Research and Evaluation Unit bringing subject matter expertise in research methodology and program evaluation. Without this expertise, the Office of Equity and Inclusion might struggle to develop evidence-based DEI strategies, implement them effectively, or assess their impact. This could result in well-intentioned programs that fail to produce meaningful change, wasting resources and potentially damaging trust with both internal and external stakeholders. The duties and responsibilities include but are not limited to:DEI Research and Data Analysis:

Conduct comprehensive research on diversity, equity, and inclusion (DEI) within the New York City Police Department.

Utilize quantitative data analysis techniques to assess DEI initiatives, identify trends in policing practices, and measure the impact of DEI programs.

Analyze qualitative feedback from both internal and external stakeholders to gain a nuanced understanding of DEI challenges and opportunities.

Compile and present findings in detailed reports, offering data-driven recommendations to enhance DEI efforts within the department.

DEI Program Development and Evaluation:

Collaborate with department leadership to develop and implement evidence-based DEI strategies.

Utilize research insights and data analysis to refine existing programs and design new initiatives aimed at fostering a more inclusive and equitable police department. The Research and Evaluation Unit initiatives include, but are not limited to:

o DCEI Equity Plano E&I Strategic Plano DCAS Compliance Reporto Pay Parity Working Groupo Childcare/ Family Planningo Menstrual Equity Law Plano Discrimination Prevention Working Groupo Monitor program outcomes, track key performance indicators, and evaluate the effectiveness of DEI interventions.

Adapt strategies based on data-driven insights and feedback to ensure continuous improvement and maximize impact.

The candidate will also be responsible for developing PowerPoint presentations, performing data analysis, leading discussions on equity and inclusion cross departmental, and making recommendations.

Additional tasks as assigned by the Deputy Commissioner.

A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or

A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
