Emergency Preparedness Spec II

GENERAL PURPOSE:Responsible for planning and organizing public health preparedness activities in a "team" setting. Responsibilities include writing and updating public health emergency response plans and procedures, communication and information management activities and conducting Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises and training in support of public health preparedness objectives. Additionally, assists in the management of logistics to include some field work, as required, in support of these public health preparedness efforts. Work is varied and includes the requirement to learn proprietary software.RESPONSIBILITIES:Communication and Information Management Activities:

Emergency Communications Systems Management: Manage public health emergency communications systems on behalf of the Monroe County Department of Public Health including the Integrated Health Alert Network System (IHANS) and all other aspects of the New York State Department of Health (NYSDOH) Health Commerce System; manage and keep current all emergency call lists including the Ginna Personnel Monitoring center contact lists; maintain inventory of the program’s 800 MHz emergency radio communications assets and ensure maintenance of the equipment with the County Radio Center; develop new equipment training and documentation; conduct regular drills and tests of redundant and interoperable communications equipment including amateur and county radios, MIFI (a mobile WIFI system), wireless and non-internet capabilities. Manage pager resources and coordinate user support with the County's Radio Center.

Ensure successful completion of all emergency communications deliverables as required by the NYSDOH. Ensure identification and tracking of all communications assets. Be familiar with the use of the County's Critical Information Management System WebEOC and Hyper Reach in communicating with county staff.

Department of Public Health Staff and Partner Training:

Analyze training needs of the department and collaborative partners (e.g. municipalities, universities) in fulfillment of the Office of Public Health Preparedness (OPHP) mission. Based on the analysis, design, develop, plan, manage, and evaluate training courses, systems and learner outcomes.

Serve as the Agency Administrator for the Learning Management System (LMS) managing access to and use of this online training resource through developing and supporting division coordinators, assist new employees with setting up accounts and enrolling in courses, problem-solve user-issues, build new and revised courses annually to ensure staff readiness. Develop and implement strategies to meet training completion targets. Utilize Adobe E- Learning Suite software to build engaging online training courses utilizing animations, multimedia, and building learner activities that reinforce learning outcomes. Using the LMS, generate reports to document NYSDOH deliverables related to preparedness training. Develop training products to support emerging or best practices in communications technology, medical countermeasure dispensing operations and systems, and other emergency preparedness topics as appropriate to include subject matter expertise with the Clinical Data Management System (CDMS). Provide support to staff used in a radiological response including access to training, maintain updated emergency communications information and document exercise participation.

Exercise and Drill Development and Implementation:

Utilize the Homeland Security Exercise Evaluation Program (HSEEP) and templates to design, conduct, evaluate, identify and implement improvement actions related to response plans or response to real world events. Carry out the activities needed to develop a tabletop, functional or full-scale exercise and related documentation.

Other Projects/Activities:

Assist with other Public Health Emergency Preparedness (PHEP) deliverables, projects, technical writing and activities as needed and determined by the Program Manager, OPHP.

QUALIFICATIONS:

Bachelor's degree required.

2 years of related experience or equivalent combination of education and experience required.

Military or communications experience desirable preferred.

Requirements:

Experience in project management.

Strong interpersonal and communication skills, including written communication.

NYS Driver's License and ability to travel to different locations throughout Monroe country.

Will be required to become forklift driver certified/licensed within 6 months of start of employment.

Employees are required to move material weighing up to 25 – 35 pounds.

Preferred Requirements:

Experience in Public Health Emergency Preparedness (PHEP) programs or related field.

Completion of FEMA Incident Command System (ICS) 100, 200, 700 and 800 certification classes.

Completion of ICS 300 and 400.

Proficient in NYSDOH Learning Management System or a similar training system.

Proficient in a training publication program such as Adobe E- learning Suite.

Working knowledge of the role, organizational structure, and resources of the New York State Department of Health (NYSDOH) preparedness program and of the Health Commerce System.

Working knowledge of the role of the Centers for Disease Control and Prevention and the Federal Strategic National Stockpile (SNS) program related to medical countermeasure planning.
