Description As an Open Records Coordinator, you will be responsible for responding to requests for governmental records, coordinating the collection of requested information, and ensuring the confidentiality of sensitive documents. This role offers a long term contract employment opportunity.Responsibilities:Must be able to complete and maintain CJIS Security Awareness training and certification. Respond to requests for governmental records within the time period mandated by the Texas Public Information Act and other state statutes. Coordinate the gathering of the requested information from all city divisions and facilitate the dissemination of requests to appropriate departments. Review all requests for information and make initial determinations regarding requests requiring an opinion from the Office of the Attorney General. Ensure the redaction of confidential records before releasing documents to the public. Calculate and assess charges for Open Records in accordance with the Texas Public Information Act. Perform electronic mail and file searches for records requests using Records and Information Management and E-discovery software and database systems. Administer the city’s public information web portal, provide technical support to liaisons and legal staff citywide as well as external customers, and coordinate resolution of requestor complaints to the Attorney General’s Office. Work closely with the City Attorney’s Office, Police Records Manager, and the City Records and Information Management Administrator to manage records requests. Stay informed of possible and pending litigation and legal holds on records that would require an Attorney General Opinion if requested. Handle confidential or politically sensitive public information requests in collaboration with City Council, City Manager’s Office, and Executive Level City Staff. Cross-train backup staff in all records request processes and systems. Maintain and update the City’s Public Information Policies and Procedures in accordance with the Texas Public Information Act. Serve as the point of contact for all City department liaisons and conduct training on open records processes. Assist the CSO Supervisor with creating and maintaining division SOP’s and City-wide PIR policies. Prepare varied statistical reports, written reports, and presentations related to Public Information statistics, and other reports as requested by department supervision. Compose, edit, and type correspondence, memoranda, reports, and other documents using various word and data processing software requiring knowledge of rules of grammar and practices of document preparation.Requirements
Bachelor's degree and three (3) years advanced public information (open records) experience or (3) years’ experience within a municipal clerk’s office/legal office or equivalent combination of education and experience.
Required to possess and maintain certification as a Notary in the State of Texas.
Preference given to individuals with a paralegal certification.
Preference given to individuals with experience processing Texas Public Information or FOIA requests.
Preference given to individuals who speak fluent Spanish and English.
Must pass a pre-employment drug screen, criminal background check, and MVR check.
Must be able to complete and maintain CJIS Security Awareness training and certification.
Must possess a valid State of Texas Driver’s License.
