The mission of The University of Texas M. D. Anderson Cancer Center is to eliminate cancer in Texas, the nation, and the world through outstanding programs that integrate patient care, research and prevention, and through education for undergraduate and graduate students, trainees, professionals, employees and the public.The AVP provides oversight and leadership for strategy and operational performance for Sourcing and Contract Management and Purchasing Services departments within Supply Chain Management, which includes contracting and purchasing compliance with state of Texas and UT System (UT) rules and policies. The AVP will work collaboratively with (UT) Group Purchasing Organization and UT health and academic institutions. The AVP will have the ability to maximize value, efficiency and effectiveness for all sourcing and purchasing functions.The AVP serves as a key strategist and authority on supply functions for sourcing, contracting, and procurement management. The AVP also serve to support the division goals and objective of the Vice President, Supply Chain Management, which aligns with institutional goals and objectives. Responsible for envisioning, articulating, and developing innovative ideas and concepts that lead to highly effective and integrated supply chain solutions and operations. Interacts with variable levels of institutional leadership within numerous operational areas around the institution and with external health systems and business partners.Requires extensive knowledge and experience in supply chain management, strategic sourcing, contract management, procurement, purchasing and related programmatic activities and technology systems.Must be a servant leader who possess strong leadership acumen, general management skills and strategic perspective to be a respected business partner by executive and faculty leadership. Requires analytical and strategic planning skills, professional judgment, independent decision-making abilities, proven record of leadership with strong interpersonal and communications skills, excellent managerial skills, project management skills, and the ability to function in an environment characterized by high growth, complex organizational structure and need for continuous improvement.KEY FUNCTIONS Set overall vision, strategic direction and tactical priorities for Sourcing and Contract Management and Purchasing Services departments within the Supply Chain Management based upon economic impact and strategic requirements of the institution. Partner with functional leaders and areas across the institution to build trust and visibility as a valued business partner. Ensure appropriate policies, controls and strategies are in place that result in sound oversight of audit and compliance requirements for contracting and purchasing. This includes serving as an institutional leader in developing standard operating procedures that meet healthcare specific accreditation agency (e.g. JCAHO, CMS) guidelines. Ensure all contracting and purchasing operations follow all applicable policies, procedures, regulations and laws of the State of Texas, UT System, and federal government as applicable. Provide leadership and proactive support to the Historically Underutilized Business (HUB) and Federal Small Business program. Champion efforts that promote community outreach and capacity growth for HUB and small business owned firms. Identify and execute on opportunities to optimize the supply chain and deliver significant cost, value, and risk management benefits to the institution. Collaborate with major departmental stakeholders to identify opportunities to optimize cost savings through analytics and strategic supplier agreement, customer relationship management and optimizing group purchasing organization relationships. Create an enriched work environment that promotes professional development for staff to improve skills, competency and opportunity for growth. Develop and manage effective communication of sourcing, contracting, and purchasing activities and key performance metrics to multiple institutional stakeholder and leadership groups. Serve as principal Supply Chain Management representative for assigned internal and external work groups, committees, task force, or other broad assembly of institutional leadership groups design to improve or resolve wide reaching matters. Work collaboratively and proactively with Supply Chain Management departments of Materials Management Services, Clinical Resource Management and Systems and Support to resolve broad supply chain strategy, performance, and operational activities. Lead all departmental administrative functions, including human resources, financial and budget management and space planning and allocation. Champion the development of sourcing and purchasing personnel to continuously improve their understanding of supply markets and source materials, develop supplier and customer relationships and optimize inbound logistics, receiving and distribution functions.
