Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Public Health Planner in the MEDCOM DCS, FHP, Operations and Intergeration Directorate (OHD), responsible for developing, analyzing, and evaluating Public Health policy, conducting strategic planning, and developing Army-wide Public Health business processes. Responsibilities Conducts mid- and long-range planning and strategy development for Army Public Health and Force Health Protection in the context of Joint, DoD, Army, and Army Medical Department (AMEDD) missions, visions, needs, concepts, plans, and capabilities. Develops and recommends strategies to prioritize Army Public Health, FHP, and OEH risk assessment, management, and communication requirements, capabilities, and gaps. Markets (educate/inform/promote) Public Health, Force Health Protection, and the Public Health Proponency throughout the AMEDD. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: provides Public Health Emergency Management policy guidance to the OTSG/MEDCOM Public Health Emergency Officer (PHEO) and Public Health Emergency Planner. This definition of specialized experience is typical of work performed at the lower grade/level position or equivalent in the federal service (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. TOUR OF DUTY: Full-time, Part-time, Intermittent. TYPE OF POSITION: Temporary not to exceed 1 year. May be extended. Will not become permanent. Responsibilities Claims Specialists conduct interviews with the public to obtain, clarify, and verify information about initial and continuing eligibility for retirement, survivors, disability, health insurance benefits, and eligibility for supplemental security income including State supplements. In addition, they resolve discrepancies, clarify issues and make final decisions for initial and post-entitlement for benefits and payments; adjudicate and authorize entitlement or disallowance actions at all levels of difficulty and complexity under programs administered by SSA. SELECTIVE PLACEMENT FACTOR: COMPETENCY ASSESSMENT INTERVIEW PROCESS (CAIP) INTERVIEW - Applicants will be required to participate in a panel interview (after basic eligibility determination) to demonstrate an aptitude for meeting and dealing with the public. Applicants must pass this interview process in order to be found fully qualified for this position and receive further consideration for selection. This interview will cover typical situations, which might be encountered on the job, in person or over the telephone. Applicants must demonstrate qualities such as clarity of speech, ability to listen, ability to establish confidence and put others at ease and the ability to organize and express thoughts clearly. If you do not pass the CAIP interview, you will not qualify for the job. Panel interviews may be conducted via video conferencing software, if technically feasible.
