DescriptionSAIC is seeking a Web Developer/Design Analyst to support the Resource Enterprise Services (RES) for Program Resources and Information Systems Management Division (PRISM), for the Office of the Secretary of Defense (OSD), Cost Assessment and Program Evaluation (CAPE) as part of the Select and Native Programming (SNaP) Team in Alexandria, Virginia.Candidates will:

Maintain business applications that support the planning and programming phases of the Planning, Programming, Budgeting, and Execution (PPBE) process and prepare material and guidance for such applications. PPBE is the Department of Defense (DOD) process for allocating resources.

Design and develop web sites based on approved customer objectives.

Propose web site strategies and create action plans and applications to carry out strategies and accomplish objectives.

Customize web-based interactive features and build database gateways.

Perform basic analysis of alternatives, systems design, integration, testing, and problem diagnosis/resolution.

Prepare associated documentation, block diagrams, Sequence diagrams and logic flowcharts. Familiar with Business Process Model and Notation (BPMN) 2.0 Process Diagrams

Prepare sample test data, conducts program tests, and analyzes test results; recommend corrections for debugging program errors.

Modify existing programs as required by changing systems requirements or equipment configurations.

Confer with systems personnel to clarify program intent, output requirements, and input data acquisition.

Design, develop, and analyze software programs.

Maintain database compliance, which includes coordinating and ensuring product cybersecurity compliance.

Work in an IT development environment focused on engineering analysis and creation of technical solutions for DoD clients.

Design, implement, and test features of complex information systems that provide Business Intelligence solutions with focus on performance, scalability, and security.

QualificationsRequired Qualifications:

A bachelor’s degree in computer science, Information Systems, Engineering, Business or other related scientific or technical discipline and at least five (5) years of relevant experience or a master’s degree with three (3) years of specialized experience.

Eight years or more of specialized experience, in lieu of a degree.

Strong problem-solving skills and ability to apply these skills to identify and resolve anomalies in system design, as well as in system functionality and performance.

Ability to successfully interface with many levels of client management, set priorities and multi-task in a fast-paced environment, and integrate well with an established development team.

Excellent verbal and written communication skills.

Interim Secret Clearance with the ability to obtain a Secret Clearance; US citizenship required.

In the absence of the branch chief, does the final BD review and clearance. - Serves as backup in the absence of PAB Branch Chief. - Serves as a primary analyst on one or more BD PAB budget portfolios. Responsibilities include: Analyzes, summarizes, and provides independent perspective on assigned programs within the context of: (a) overall NSF and Federal support of science and engineering research and education; (b) national priorities, policies, goals, objectives, etc., as set forth by the President; and (c) programming parameters as expressed in legislation and Congressional reports. - Works with and provides technical expertise to the appropriate directorate/office personnel, the Budget Division Director, and their staffs as a recognized NSF expert in the field. - Analyzes program impacts, assesses alternative programs, and budgets, and makes recommendations for action to be taken by the Foundation. - Serves as an expert NSF back up (\"floater\") covering other BD PAB budget portfolios as necessary, perhaps for extended periods of time.
