Summary The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence. Responsibilities Recruit, lead, and manage the NIMC Executive Staff, including but not limited to the NIMC Deputy Chief of Staff and Director for Resources. Serve as a NIMC Top 3 official, reviewing, editing, and approving NIMC products as appropriate, including NSC/PC/DC prep books, DNI engagement requests, and other mission-related documents. Oversee, manage, and lead programmatic initiatives and the daily operations of the organization; collaborate with office leadership to ensure strategic alignment with the mission, goals, and objectives of the ODNI. Lead, manage, and oversee personnel, training, budget, contract administration policies and procedures, information technology, facilities, equipment, and logistics to foster successful achievement of the organization's mission. Oversee budget planning and execution, strategic resource planning, and budget decisions and serve as the primary approving official for the office. Oversee and facilitate human resources planning and personnel actions and work closely with MI/Human Resources (HR) to plan, implement, and monitor actions and new HR initiatives. Manage and coordinate tasking responses, work activities, assignments, and projects internal to the organization, within the ODNI, and across the IC, ensuring the effective completion of initiatives and requirements. Oversee and manage organizational action processing, standard operating procedures and processes, file maintenance and recordkeeping, and morale, welfare, and recreation activities. Facilitate corporate communications ensuring workforce awareness of IC, ODNI, and organizational programs, initiatives, requirements, training, and other opportunities; support two-way communications between workforce and leadership. Liaise and maintain effective working relationships with other ODNI and MI Chiefs of Staffs, the MI Front Office, ODNI components, and within the organization to address issues that span multiple mission or program areas. Manage and execute internal business management processes for the organization; ensure management and staff are kept abreast of emerging developments. Lead a professional staff, assess performance, collaborate and oversee goal setting, and provide feedback on personal and professional development. Serve as a Contracting Officer Technical Representative (COTR) responsible for a full range of contracting activities to include standards of conduct, acquisition planning, contract start up, contract performance, and contract changes. Requirements Conditions of Employment Must be a current permanent ODNI employee. Qualifications Mandatory Requirements: Experience serving as a Chief of Staff or Deputy Chief of Staff in an ODNI component. Superior strategic and tactical planning, critical thinking, and analytical skills to propose innovative solutions and implement change with resourcefulness and creativity. Superior organizational, managerial, and leadership skills and ability to manage competing priorities while maintaining a high level of attention to detail; superior ability to work effectively with ODNI's leaders in a highly active, fast-paced, and demanding organization. Superior ability to work effectively with teams, build and sustain professional relationships, exert influence effectively at all levels across the IC. Desired Skills: Certified COTR Expert knowledge and experience with resource planning, budget forecasting, and execution gleaned from experiences working in/with IC CFO or ODNI CFE. Extensive knowledge of mission area daily operational topics, capabilities, and strategic intent, as well as project management concepts and principles. Superior ability to plan, organize, schedule, and prioritize the organizational staff work load. Bachelor's degree or equivalent experience as determined by mission specialty area. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate\'s personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee\'s current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
