Summary The National Counterterrorism Center (NCTC) leads the nation\'s effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities This Identity Intelligence Analyst position is in the Identity Intelligence Training Division (I2TD) of the Directorate of Identity Intelligence (DII), which is responsible for coordinating and conducting training in identity intelligence disciplines. Specifically, these individuals will be responsible for developing and conducting training for DII\'s screening and vetting mission set, ensuring all of DII\'s screening and vetting analysts are properly trained on applicable policies, systems, and tools. These candidates will also assist with I2TD\'s Terrorist Identities Datamart Environment (TIDE) and Watchlisting familiarization courses and work across the Directorate and NCTC to help develop and implement new I2 courses. Plan, develop, and assist with the instruction of a holistic identity intelligence curriculum for the Directorate of Identity Intelligence that often will require generating new concepts and thinking creatively to ensure a successful implementation. Communicate regularly with internal and external CT and educational counterparts to collaborate on identity intelligence training and conduct assessments of the types of trainings that may create opportunities to pursue joint-training activities. Manage initiate, cultivate, and maintain effective working relationships with counterparts in the CT, Intelligence, and Law Enforcement Communities to support NCTC mission requirements and analytic undertakings and to promote intelligence integration. Communicate regularly with internal and external peers and counterparts to collaborate on intelligence issues and conduct initial assessments of the types of information and circumstances that may create opportunities to pursue joint-targeting activities. Establish and maintain effective working relationships with counterparts in the CT, Intelligence, and Law Enforcement Communities to support NCTC mission requirements and analytic undertakings and to promote intelligence integration. Qualifications Mandatory Requirements: Analytical and critical thinking skills, including the ability to identify training needs and requirements, and develop recommendations for fulfilling these requirements. Excellent oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels. Thorough knowledge of terrorist identities, analysis, compilation, and dissemination, coupled with extensive knowledge of associated databases and identity targeting processes. Ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers. Interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building. Strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity. Experience: Three years\' experience in a related field. Education: Bachelor\'s degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently. Responsibilities Plan, research, develop, and communicate in-depth analysis of targets, networks, and issues to key operational components and senior leaders in the Intelligence Community (IC), law enforcement, and the Office of the Director of National Intelligence (ODNI). Plan, prepare, and present written and oral briefings to operators and senior internal and external customers on significant intelligence issues; explain complex concepts to non-expert customers and tailor the product to correspond to customer needs. Develop, and implement strategies and mitigation initiatives to address gaps and shortfalls in collection and analytic capabilities across the USG. Lead, plan, direct, and coordinate the preparation of multi-disciplinary targeting analysis that supports key US national security and foreign policy objectives and helps shape IC analysis and priorities. Apply a full range of methodological tools and approaches to gain a comprehensive understanding of complex analytic issues and incorporate insights and findings into well-crafted, sophisticated intelligence products. Develop and implement strategies for gathering intelligence, or historical information in support of US interests and policy objectives; cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs. Maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate and use these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas. Build and leverage diverse collaborative networks within the ODNI and across the IC. Develop substantial expertise and drive your account to become an acknowledged subject matter expert. Responsibilities Perform in-depth all-source research and analysis for specifically defined targets; conduct targeted analysis of known and unknown terrorist personalities, groups and networks in order to reveal identity attributes for future analytical and watchlisting purposes. Present findings as appropriate via written products, graphic presentations or oral briefings. Perform analysis and research to identify and use appropriate tools and screening/vetting tradecraft to evaluate, analyze, and integrate relevant identity information in order to identify links to terrorism. Support NCTC\'s classified counterterrorism intelligence screening support for travel benefit programs through the National Vetting Center, ensuring analysis and responses meet service level agreement (SLA) deadlines in pursuance to National Security Presidential Memorandum (NSPM)-9. Develop an understanding of and utilize a variety of methodological tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs), including as appropriate, social networking and other \"new\" media; incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals, personas, or groups by analyzing and exploiting data related to sets of specific identity attributes to build the most comprehensive terrorist identity record available to the USG. Resolve target identities through the integration of biographic, biometric, contextual and behavioral information. Identify, gather, and extract Identity Intelligence information and perform relational tracing to determine relationships, patterns, trends, indicators and warnings that address intelligence gaps. Provide recommendations, feedback and evaluation on screening and analytical processes, policy and procedures. Establish, maintain and facilitate internal and external networks, to include: counterparts, customers, and stakeholders across the USG, collaborating across boundaries, sharing information as appropriate and build effective relationships that enhance the quality of results. Provide mission voice to IT requirements and internal policies and procedures, working in partnership across the CT community to identify ways to maximize efficiencies in the screening and vetting process.
