Specific responsibilities include: Building and supervising a team that will evaluate, analyze, and defend as appropriate, change order requests. Providing strategic direction to the contract administration team to pre-empt contractor originated change order requests. Works closely with business unit management, legal, and supply chain management to determine project scope, pricing, terms and conditions; perform cost analysis to develop bid notices. Assists in the preparation of solicitation documents and supports evaluation of proposals consistent with established bid processes. Supports negotiations of contracts and ensures review of standard and non-standard contract provisions, developing clear, concise performance-based statements of work to ensure mutual understanding of contract requirements. Assists in training staff at construction sites about the contracts and ensures construction staff understands issues that would require contract administration/notification. Responsible for administration of construction contracts, including the resolution of billing issues, negotiation and coordination of security deposits, interpretation of contract language to ensure compliance with terms and conditions of executed contracts. Develops contract amendments as needed to accommodate required revisions needed by business group. Develops and recommends strategies for determining contract performance criteria. Resolves contract interpretation issues. Supports reporting that monitors contract status, reports, analysis, and overall contract performance. Maintains contract databases and compiles information for project planning, forecasting, and other analyses. Establish data requirements for contract completion. Provides executive updates and progress reports as directed. Responds to internal and external inquiries concerning contract status, supplements, and contract provisions. In addition to leadership responsibilities, this role will be required to act as the key contract expert of construction contracts for a specific business area or major on-going initiatives. Communicate and work with third party vendors, suppliers, and contractors to ensure compliance to their contractual obligations. Develop guidelines, procedures, standards and protocols for construction contracts for project execution teams that summarize the contract, identify potential problem areas, identify important milestones, and provide a visible tracking mechanism. Serve as process redesign cross-functional team leader to develop a successful contract management program and implement best practices; Analyzes historical contract outcomes to identity areas for improvement and changes in contract protocols and practices.Required Knowledge, Skills, Abilities & ExperienceAt least 10 years’ experience in supply chain management and/or contract negotiation management. Demonstrated knowledge and skill in contract development, interpretation, execution, with knowledge of contract terminology, contract cost and accounting principles. Demonstrates progressively responsible experience in contract preparation, administration and/or procurement for construction projects and engineering services or related contracts. Strong technical, analytical skills and negotiation skills. Excellent communication and people skills. Ability to effectively communicate and negotiate contract terms and conditions to reach an agreement. Skilled in use a computer and Microsoft applications required, including ability to operate common database software, prepare Excel spreadsheets and utilize project management applications. Good project management skills. Ability to interpret contract requirements and conditions. Ability to achieve results by influencing others. Finance, accounting and/or expense management experience required.
