Job Title: Human Performance Data ManagerPosition Number: HPDM 003Location: San Diego, CA Worksite: EODGRU ONE, Naval Amphibious Base (NAB), Coronado, CAStatus: Full TimeClearance: SecretDate Added: May 13, 2024Job Summary: R3 seeks a Human Performance (HP) Data Manager to support the Navy Explosive Ordnance Disposal (EOD) STRIKE Program by gathering, tracking and analyzing individual readiness and performance data from the existing STRIKE program to provide metrics and data analytics that will contribute to overall unit level readiness in the Optimized Fleet Readiness Plan.Duties and Responsibilities:

Collect, analyze, visualize, and inform EOD technician readiness with individual and unit level feedback on one central platform.

Collaborate with EOD community stakeholders to identify, document, and form an understanding of the available data and the potential utilization of that data across four domains: Personal, Social, Cognitive, and Physical Wellness.

Routinely interact with the STRIKE staff and EOD technicians in person to collect information useful for STRIKE analysis and reporting.

Engage with stakeholders to iteratively develop a useable dashboard, report, and a brief using analytics to demonstrate and measure the return on investment of the STRIKE Program and quantify readiness for individuals and leaders. Ensure that products are developed following the Department of Defense (DoD) Risk Management Framework and are compatible with DoD Information Technology infrastructure.

Collect data on the usefulness of the current provided equipment and Personnel Gear Issue related to the STRIKE program and provide quantifiable data that demonstrates its usefulness to the STRIKE Program.

Manage software and database subscriptions used in the collection of STRIKE data.

Qualifications:

Bachelor’s Degree in Exercise Science, Computer Science, Operations Research, Statistics, Data Analysis, or equivalent Data Analytics Certification/Experience

Experience with/knowledge of Smartabase program

Minimum two (2) years of direct experience with MS Office suite

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE 1 year of academic study above the high school level may be substituted for each 9 months of experience. Substitution of 1 year for 1 year in those instances where co-op experience is required of a student as part of the program study. AND 1 YEAR SPECIALIZED EXPERIENCE Progressive experience which provided background in merchandise controls inventory stock record keeping and reports exempt or non-exempt supervisory experience merchandise display and retail promotions or experience in the area of customer relations in an effort to improve sales and maintain operating cost efficiencies.
