Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.Position SummaryParticipates in the implementation of the Quality and Contractor Assurance programs and processes in a staff or project role. The quality program consists of quality assurance, supplier qualification, contractor assurance, training, requirements management, and continuous improvement.The Contractor Assurance Specialist will report to the Contractor Assurance System (CAS) Manager in the Quality Assurance Organization and will support the maintenance, development, and implementation of the WTP Contractor Assurance program. Positions located at the Construction Site (22 miles north of Richland) work a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Other work locations may work a 9-80’s schedule, M-F 7:00 am to 4:30 pm with alternating Fridays off.Responsibilities

Leads cross-functional teams for various business functions (e.g. assessments, corrective action management).

Monitors and evaluates project execution/implementation of the Contractor Assurance program.

Develops and monitors contractor assurance metrics for trending and identification of issues.

Prepares and/or presents on Contractor Assurance program requirements and initiatives.

Develops and maintains project Contractor Assurance documents.

Assists in the preparation and/or review of procedures, plans, and reports.

Works with multi-discipline teams to review and report on new or revised regulatory requirements and their impact on the established Contractor Assurance program.

Develops and follows up on actions taken in response to assessment findings to assure adequacy of completed corrective actions.

Establishes and maintains relationships with designated client personnel.

Supports software upgrades, application functional maintenance activities, lifecycle documentation development support, application testing, and user guide and FAQ development.

Qualifications and SkillsBasic Qualifications

Bachelor’s degree in an engineering or technical discipline, or computer science from an accredited university or college with 1 year of progressive experience in a field of engineering, environmental, procurement, construction, testing/commissioning, operations, or quality assurance. In lieu of formal degree, a minimum of 7 years of progressive experience in a field of engineering, environmental, procurement, construction, testing, operations or quality assurance.

Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

Working knowledge of database management and web development tools (preferably Net, ASP, SQL, HTML, Java Script and Oracle suite).

Knowledge of software testing and test plan development.

Minimum Qualifications

Must be able to obtain a Department of Energy badge for access to the Hanford Site.

Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

Candidates possess the right to work and remain in the US without sponsorship

Knowledge of a recognized relevant assurance standards/orders (e.g. NQA-1, ISO 9001, DOE O 210.2A, DOE O 226.1B, DOE O 425.1D) and their application to Engineering, Procurement, Construction, Commissioning, and Operations.

Experience with software maintenance and development, including testing and verification activities.

Experience utilizing SaaS software for quality, safety, and/or closed loop corrective action management processes.

Ability to work closely with technical teams, senior leadership, regulatory agencies, and stakeholders in developing and managing Contractor Assurance system/processes.

Technical knowledge in Assurance processes sufficient to comprehend the application of and relationships

Technical and quality requirements.

Demonstrated ability with oral and written communications.

Ability to use a computer and intermediate skills in Microsoft Office software including Word, Excel, Outlook, and Power Point.

Preferred Qualification

Knowledge of monitoring performance, analyzing issues, reporting on progress to appropriate levels of management, and making recommendations for actions to improve Contractor Assurance implementation.

Knowledge of Management Assessment conduct and administration.

Knowledge of Operating Experience/Lessons Learned processes.

Knowledge of Trending, Metrics, and Benchmarking practices.

Knowledge of Corrective Action/Issues Management processes.

Knowledge of nonconformance and deficiency reports for nonconforming or deficient items.
