Position Summary

The Student Financials Supervisor oversees student accounts and provides consultative and training services.
This position is responsible for managing student accounts and related reconciliations and leads a multi-college team to resolve student account-related issues. This role involves interpreting existing student financial policies for staff and administrators, and coordinating the design, implementation, maintenance, and modification of the college's student financial program and procedures. This position reports to the Student Financials Manager and requires regular and consistent attendance.

Essential Functions
The Student Financials Supervisor will be responsible for the following, but not limited to:
Supervision
Supervise staff involved in financial record-keeping and support services.
Set deadlines and plan staffing for special fiscal projects.
Interview candidates and recommend selections, train new employees, assign and schedule work, manage leave requests, and conduct annual performance evaluations; recommend disciplinary actions when necessary.
Provide coaching, training, and timely evaluations to support individual skill development.
Cashiering/Accounts Receivable Back Up
Assist clients/customers by explaining District policies, procedures, and laws (e.g., FERPA, HIPAA); provides explanations on forms, pamphlets and other materials.
Resolve complaints by researching and reviewing relevant documentation.
Advise clients/customers on the appeal process and provide assistance with accessing District services.
Assist with establishing installment plans, processing payments, and ensuring compliance with cash handling policies.
Process scholarships, refunds, billing, and collections.
Collaborate with Financial Aid to process reversals and apply waivers to student accounts.
Follow up on scholarship awards, ensure balance accuracy, and assist with 1098T questions and year-end processing.
Assist with accounts receivable and cashiering year-end processing, ensuring accuracy across all departments and state agencies.
Verify accounts receivable billing and payments, address third-party billing issues, and submit tickets to SBCTC for discrepancies.
Analyze item types and tree nodes in ctcLink to ensure billing accuracy and address student statement inquiries.
Banking/Cashiering Cash Management
Process daily electronic fund transfers (EFTs), and prepare, review, and analyze daily cashiering work for completeness and accuracy.
Handle NSF checks and Chapter 33 payments, and verify against the bank.
Troubleshoot and resolve issues with Merchant Services and online payment systems (CYBERSOURCE, Campus CE, Simple Pay).
Process daily online payment transactions, troubleshoot errors, and take corrective action on the same day to prevent issues in the General Ledger.
Ensure the accuracy of transactions before posting to the General Ledger for Student Financials.
Policies and Procedures/ Communications and Relations
Provide guidance and training to District departments on cashiering and accounts receivable policies.
Recommend changes to District policies and procedures to ensure compliance with State, Federal, and community college fiscal regulations.
Work with students to resolve account-related issues.
Positively responds to customer service inquiries and complaints, by deescalating the situation and identifying the issue, and using the established procedures to identifying available solutions that meet the need of the customer, when possible.
Effectively communicates with third party agencies and departments within Pierce College to ensure all receivable related questions are answered, and resolved, in a timely manner.

Team Work
Serve as backup for other Fiscal Services Department activities and complete special projects as assigned by the Student Financials Manager, Director of Fiscal Operations or the Associate Vice President of Fiscal Services.
Collaborate with the Student Financials team across locations to ensure a cohesive approach.
Communicate with external customers (e.g., scholarship donors, sponsors, third-party agencies) to resolve account inquiries promptly.
Maintain supply inventory stocked.
Other duties as assigned.
Qualifications
Education Required
The qualified candidate will have 1 or more of the following experiences and/or education:
Completion of some college level coursework, including at least 15 quarter or 10 semester hours in accounting, auditing, or budgeting from an accredited college or university.
OR
Equivalent combination of education and work experience in business, accounting, bookkeeping, or other related fields.

Education to Experience Equivalences:
For this requirement, the equivalent work experience is considered to be six (6) months.
Experience Required
Minimum two (2) years of supervisory experience.
Experience with budget code or chart string systems.
Experience in monitoring expenditures and reconciling funds and accounts.
A comprehensive understanding of modern accounting principles, practices, and methods; internal accounting controls, budgeting, accounting, and generally accepted accounting principles (GAAP).
Experience using MS Excel, MS Word, and MS Access proficiently.

Required Competencies
Understanding of Generally Accepted Accounting Principles (GAAP), Family Education Rights and Privacy Act (FERPA), and any applicable Office of Financial Management (OFM), State Board for Community and Technical College (SBCTC) or Washington State laws as outlined in the Revised Code of Washington (RCW). Utilization of the previously referenced items is outlined in the State Administrative & Accounting Manual (SAAM) or the SBCTC Fiscal Affairs Manual (FAM). Knowledge and understanding of Governmental Accounting Standards Board (GASB) fund accounting practices is preferred.
Adept at managing complex fund structures, detailed budgets, and extensive chart of accounts.
Ability to interpret and explain applicable state and federal regulations.

Terms of Employment
This is a full-time (40 hours per week) classified, overtime-eligible position with Pierce College District. This position is permanent after serving a 6-month probationary period. The primary work location will be at Pierce College, Joint Base Lewis-McChord (JBLM) campus. Occasional travel to Pierce College campuses or sites may occur. Work hours are between 8:00 a.m. and 5:00p.m. Monday through Friday with occasional evenings and weekend work, and occasional travel as required. This position may be subject to reassignment between campuses or sites.
Salary & Benefits
The starting salary of this position is $4,410.00 - $5,241.00 dependent upon qualifications, with periodic increments up to $5,370.00 monthly. However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. Physical Work Environment
This position is required to work indoors in an open office environment, which requires visual concentration on detail, dexterity, precision, and is subject to frequent noise and interruptions.
